-2-MPPSS representatives described the status of llNP-2 plant con-struction and reviewed the schedule for preoperational testing and fuel loading.

The applicant stated that the facility is 72%

complete (as opposed to a scheduled 79Ã), and summarized areas still requiring design resolution.

The test schedule calls for code hydro in Ilay 1979 and fuel loading in !Iarch 1980, although approximately four months of schedule slippage will have to be regained to meet these scheduled dates.

The NRC construction phase principal inspector reviewed significant outstanding items and summar ized remaining activities of the con-struction phase inspection program.

The Reactor Operations and Nuclear Support Branch Chief and prin-cipal inspector reviewed various aspects of the I'IRC inspection program related to plant testing and operation:

a.

Outlined the scope of the inspection program for preoper-ational and startup testing and subsequent plant operation.

b.

Reviewed the status and importance of FSAR provisions as related to the test program; in particular, that (1) the applicant is responsible for assuring that all commitments are incorporated into test procedures and (2) significant changes to testing commitments require NRR review.

Described the importance and legal status of the operating license and technical specifications and the significant points of 10 CFR 50.59, which becomes effective upon issuance of the operating license.

d.

Discussed NRC experience with reportable occurrences at other facilities; in particular, that (1) 50 to 100 reportable occurrences can be expected during the first year of operation, and (2) an effective followup system will be important to track these reportable occurrences, NRC commitments, and other items requiring action.

e.

Stated that preoperational and startup test procedures must be approved and available for NRC review at least thirty days before the -scheduled activity or ninety days prior to scheduled fuel loading date.

Review of draft test procedures and issuance of plant procedur es were also discussed.

f.

Discussed information regarding various commitment dates which must be provided by the applicant for the NRC's Yellow Book (HUREG 0030).

The applicant stated that this information will be provided by one year prior to fuel loading, and that a note to this effect will be included in the next Yellow Book. inpu ~ ~

The Region V radiation specialist summarized the principal aspects of the NRC inspection program related to radiation protection, radwaste management, emergency planning, and environmental pro-tection.

The applicant presented a summary of the Operating Quality Assurance Program and implementation dates, as described in the Topical Report (HPPSS-QA-004).
