Nuclear Material Control and Accounting l

The inspector verified that the licensee had adequately maintained and followed written procedures for the control and accounting of nuclear material and that written statements of responsibility for special nuclear material (SNM) were available.

The procedures were included in the licensee's Control of Special Nuclear Material Procedure AD-QA-137, Revision 1, dated April 23, 1987.

Shipping and Receiving The inspector determined through review that the licensee had established and maintained effective procedures to ensure that all SNM received was accurately accounted for.

A review was performed of all DOE /NRC Form-741's generated during the period April 1, 1982 - September 30, 1987 to determine proper signature, timely dispatch and accuracy of data.

No discrepancies were noted.

Storage and Internal Control The inspector determined tFrough review that the licensee had established and was maintaining and following a system of written material control and accounting procedures that provided for knowledge of the quantity, identity, and current location of all SNM-bearing materials within the facility.

The licensee was maintaining Ittm Control Areas (ICA's) that included the reactor cavities, spent fuel pools, new fuel storage vaults, and j

other areas that were appropriate for SNM contained in other than fuel.

Invento ry l

The inspector reviewed supporting recordsLthat reconciled the quantity of SNM possessed as of September 30, 1987.

The licensee's SNM inventory consisted of:

3 Fission Counters The inspector determined that the licensee had conducted the physical inventories as required by 10 CFR 70.51(d).

The last physical inventory was performed on October 19, 1987.

Records and Reports The inspector reviewed the licensee's records, scurce data and all Material Balance Reports (DOE /NRC Form-742) submitted during the period April 1, 1982 - September 30, 1987.

Total uranium and U-235 fission, transmutation and plutonium production, and decay records were also reviewed.

No discrepancies were noted.

However, the licensee did not realize that when the uranium-235 content of a fuel bundle is reduced to less than 0.711 weight percent U-235, the fuel bundles should be categorized as depleted uranium rather than normal uranium and so entered on the DOE /NRC Form-742.

The licensee initiated actions to re-categorize these fuel bundles prior to the end of this inspection.

Exhibits I, II, III and IV of this report summarize the licensee's nuclear material activities for the period April 1, 1982 -

September 30, 1987.

Management of Materials Control System The inspector determined that the licensee was maintaining a management system which provided for the revision, implementation, and enforcement of nuclear material control and accounting procedures.

There was an organization structure responsive to the nuclear material control and accounting requirements, the license, and applicable NRC regulations.

Exit Interview The inspector met with the licensee representatives, as indicated in paragraph 1, at the conclusion of the inspection on October 30, 1987. At that time, the purpose and scope of the inspection were reviewed and the findings were presented.

No written material was.provided to the licensee by the inspector during the inspection.
