On February 19, 2020, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at LaSalle County Station, Unit 1 and discussed the results of this inspection with Mr.
John Washko and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a Post-Approval Site Inspection for License Renewal (Phase I) at LaSalle County Station, Unit 1, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

- TEMPORARY INSTRUCTIONS, INFREQUENT AND ABNORMAL
===71003 - Post-Approval Site Inspection for License Renewal
The inspectors verified the licensee implement the "outage-related" Aging Management Programs included in "Safety Evaluation Report Related to the License Renewal of LaSalle County Station, Units 1 and 2," dated September 2016 (ML16271A039) in accordance with 10 CFR Part 54, "Requirements for the Renewal of Operating Licenses for Nuclear Power Plants."
Post-Approval Site Inspection for License Renewal===
- (1) The team conducted a Phase 1 license renewal inspection. The following aging management programs were evaluated by the team:
- Open-Cycle Cooling Water System (Commitment Item 12)o The inspectors observed general material condition of the 1A Residual Heat Removal (RHR) heat exchanger channel head. The inspectors reviewed the condition report AR 04318456 that documented the as-found condition of the channel head and the licensee assessment of the condition.
- Closed Treated Water Systems (Commitment Item 13)o The inspectors observed the eddy current testing of the evaporator portion of 1A Primary Containment Ventilation Chiller. The inspectors also observed general condition of the tubes and tubesheet on its condenser water box and reviewed the condition report that documented the conditions.
- Inspection of Overhead Heavy Load and Light Load (Related to Refueling)
Handling Systems (Commitment Item 14)o The inspectors performed review of records for the completed inspection of jib crane on the scorpion platform performed in accordance with LMS-HC-01D, Jib Crane Annual Preventive Maintenance and Examination, and LMP-GM-51, Portable Hoist Examination.
o The inspectors performed review of records for the inspection of bolting tightness on the scorpion.
- Fire Protection Program (Commitment 16)o The inspectors observed watertight penetration inspections.
- One-Time Inspection Program (Commitment Item 21)o The inspectors performed review of records from a sample of completed inspections. The records reviewed included one-time non-destructive examination inspection performed on 1MS04AA-8" spare relief valve connection piping, 1FW74AA-1 1/2" drain piping (inboard of Drain Valve 1FW112A), and 0DG30A-1" capped end connection (inboard to "tie-ins").
o The inspectors observed inspection of the 1A Low Pressure Core Spray motor cooler.
o The inspectors observed inspection of the 1A Control Rod Drive pump oil cooler.
- Structures Monitoring (Commitment Item 34)o The inspectors observed general visual inspection of the structure and structural components in the Unit 1 Steam Tunnel area and the portion of Auxiliary Building on Elevation 740' in accordance with ER-AA-450, "LaSalle Structures Monitoring Program."
o The inspectors performed partial walkdown of the Outboard Main Steam Isolation Valve room and observed general visual inspection of the structural components in the area.
- Protective Coating Monitoring and Maintenance Program (Commitment Item 36)o The inspectors observed general visual inspection of the Service Level I coatings on the primary containment drywell liner in accordance with ER-AA-330-008, "Exelon Safety-Related (Service Level I)
Protective Coatings."
o The inspectors observed the visual inspection of the exterior and interior coatings on the drywell head.
