MCGUIRE NUCLEAR STATION - NRC EXAMINATION REPORT 05000369/2003-302 AND 05000370/2003-302

Dear Mr. Peterson:

On October 21, 2003, the Nuclear Regulatory Commission (NRC) administered a written retake examination to two employees of your company who had reapplied for a license to operate the McGuire Nuclear Station Units 1 and 2. Both Senior Reactor Operator applicants passed the retake examination. There were no post examination comments.

No findings of significance were identified.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 05000369/2003302, ER 05000370/2003302; 10/21/2003; Duke Energy Corporation; McGuire Nuclear Station, Units 1 & 2 Licensed Operator Examinations.

The NRC conducted an operator licensing initial retake examination in accordance with the guidance of NUREG-1021, Operator Licensing Examiner Standards for Power Reactors Draft Revision 9. This examination implemented the operator licensing requirements of 10 CFR

§55.43.

The facility licensee administered the written retake examination on October 21, 2003. The operator licensing initial written retake examination was developed by the licensee. Two senior reactor operator (SRO) applicants passed this retake written examination and were issued a license.

No findings of significance were identified.

4OA5 Operator Licensing Initial Examinations a.

Inspection Scope The examiner reviewed the written examination developed by the licensee for compliance with the guidelines specified in NUREG-1021, Draft Revision 9. The examination changes agreed upon between the NRC and the facility were made in accordance with NUREG-1021.

The examiner reviewed the licensees examination security measures while preparing and administering the examination to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated two Senior Reactor Operator applicants who were being assessed under the guidelines specified in NUREG-1021. Members of the McGuire Nuclear Plant training staff administered the written examination on October 21, 2003.

The evaluation of the applicants and review of documentation were performed to determine if the applicants met requirements specified in 10 CFR Part 55.

Findings No findings of significance were identified.

The licensees examination submittal was within the range of acceptability expected for a proposed examination. Both SRO applicants passed the written examination.

During the administration of the examination, the licensee discovered that one open reference document (Loss of Emergency Coolant Recirc), which had been given to both applicants, contained some handwritten notes on page 13 of the document. This page contained some of the information that was necessary to determine the answer to question number six on the examination. The NRC determined that this could have provided an improper cue to the applicants to determine the answer. The question was deleted from the examination since its discriminatory value had been potentially compromised.

The licensee did not submit any post examination comments concerning the written examination. The written examination and answer key may be accessed in the ADAMS system (ADAMS Accession Number ML033090464).
