Exit Interview The inspection scope and findings were summarized on January 28, 1981 with those persons indicated in Paragraph 1 above. The~ status of preccerational testing _ and the' milestones for completion of outstanding ~ tests were also discussed.

Preoperational Test Procedures a.

Section 14.1 of the FSAR describes the preoperational testing program, including development' of the - test program per: Regulatory Guide 1.68, and review and appronti requirements. FSAR Section 14.-l.3 -lists the a

preoperational tests and synopses of the objectives, prerequisites, test methods and acceptance criteria.

b.

The inspector reviewed six completed preoperational test procedures.

The review included verification of proper review and approval of changes, review and approval of completed tests, identification and correction of deficiencies, or the appropriate approvals to accept deficiencies. Test procedures reviewed were:

In RII Rpt. No 50-364/80-47, Paragraph 5.c., Open Item 80-47-01.was identified concerning the preoperational testing of two area radiation monitors.

The inspector reviewed Startup Work Requests 79.16 and 79.17, which completed the detector and actuation preoperational tests.

The inspector informed licensee management that, based on his review of the work request, he had no further questions and Open Item 80-47-01 was closed.

In RII Rpt. No. 50-364/80-18, Paragraph 6, Open Item 80-18-02 was

identified concerning the installation of recorders in the Control Room

' for the. pressure ' drops across filters and charcoal absorbers.

Such recordecs-are recommended by Regulatory Guide 1.52, ' Section C.2.g.

Several sections of the FSAR concerning atmospheric cleanup systems had stated that - the systems were ;in accordance with the Reg. Guide-concerning'this item. However, no recorders had been. installed.

b.

Amendment 75 to the FSAR revised the tables dealing with the comparison of atmospheric cleanup systems.with Regulatory Guide 1.52, such as -

Table 6.2-13A for the Penetration Room Filtration System and Table 9.4-2A for the Control Room Filtration System.

The revision states that pressure' drop instrumentation is provided but recorders will not be'used. The inspector reviewed the revisions; he informed _ licensee management that he had no further questions and that Open Item 80-18-02 was closed.

7.

Radioactive Waste Systams Modifications a.

The licensee formerly used contracted services to solidify wastes using urea formaldehyde. The licensee has changed contractors and began using a cement solidification system.

The solidification system was placed in operation for Unit 1 in December, 1980 and also will be used for Unit 2 wastes.

b.

The inspector reviewed plant records and correspondence and determined that:

(1). A safety review of the change had been performed in accordance with 10CFR50.59(a)(1).

(2). The determination that the change did not constitute an unreviewed safety question had been reviewed by the Plant Operations Review Committee (PORC) and approved by the Plant Manager.

(3). The evaluation and system modification were reported in the Unit 1 Monthly Operating Report for December,1980.

(4). The revised Process Control Program was submitted to the NRC on December 3, 1980 as required by Section 2.c.8 of the Unit 2 operating license.

The inspector informed licensee management that he had no further questions on the documentation and approval of the change in the solidification system.

A licensee representative informed the inspector that another modi-fication was being made to the Unit 2 radioactive waste system to install a supplemental demineralizer system.

The inspector observed the installation of the system and discussed the -installation and operation with licensee representatives.

A licensee representative stated that the safety. review had been prepared but had not been submitted to PORC for review; he further stated that the required reviews and reports would be completed prior to placing the system in service. The inspector stated that these documents would be reviewed at a later date.

8.

. Effluent Control Procedures (80-44-01)

The : inspector discussed the status of effluent control ' procedures with licensee representatives. A representative stated that the three procedures had been revised.but not issued because of a difference in the Technical-Specifications between Unit 1 and Unit 2.

The existing procedure, FNP_-0-RCP-175, " Schedule Effluent Monitoring and Counting Room Activities"

-was ' written based on the Unit I requirements.

It is being revised to a FNP-1-RCP-XXX procedure and a new procedure wil1 ~ be issued as FNP-2-RCP-XXX.

The other procedures are being held until the controlling procedures are

revised. The inspector informed licensee management that Open Item 80-44-01 would remain open pending issue of these procedures.
