Scope of Inspection:
The current inspection was limited to a routine meeting with Southern California Edison Company Corporate Management for the purpose of (1) discussing the status of NRC's inspection program relating to construction activities, (2) discussing the NRC's inspec tion program relating to preoperational testing and initial operation, and (3) obtaining from SCE information on the preparation and imple mentation of important programs relating to reactor operation. The meeting was held in SCE's corporate offices in Rosemead, Californi /,4o IE:V Form 219 (2)

NRC personnel described the regulatory status of the project, as well as the changes in the IE inspection program emphasis which would occur as SONGS 2 and 3 approach the preoperational and, subsequently, the operational phases. Major points dis cussed were:
-2 a. No major construction problems which should impact NRC operating license issuance have been identified by I& B. Pipe hanger installation was proceeding slowly. Temporary hangers will be used until permanent hangers can be installe NRC personnel were concerned this could impact upon the licen see's construction completion and potentially upon the pre operational testing of certain plant system c. NRC representatives stated that significant changes to the safety related preoperational/startup program, described in the Final Safety Analysis Report (FSAR), prior to the operat ing license are subject to review by NRR. After the operating license is obtained, the provisions of 10 CFR 50.59 apply except as may be modified by conditions of the operating li cens SCE personnel stated that the schedule for the startup and preoperational test programs, as well as a description of safety related preoperational/startup tests themselves, will be in the FSA d. NRC experience indicates that 50 to more than 100 Licensee Event Reports can be expected the first year after the oper ating license is issued. Generally, these are the results of:
(1) equipment malfuction, (2) procedural inadequacies, and (3) personnel error. NRC representatives emphasized their sensitivity to repetition of similar events without adequate corrective actions, including effective measures to prevent recurrence e. Certain major evolutions (i.e., cold hydro, initial criticality, etc.) will be witnessed by the NRC:IE personnel. It was stated that Region V personnel will contact SCE personnel periodically to obtain SCE's schedule for the conduct of such activitie f. SCE representatives discussed the current status of the project as well as the organizational and programmatic controls being and/or to be implemented during the preoperational and initial operation phases. Major points discussed and SCE commitments and schedule estimates were as follows:
a. SCE intends to submit an input to the yellow book (NUREG 0030) within a month which will include applicant commitment dates for the preparation and/or implementation of those procedures and programs liste.
b. Engineering is 86% complete and construction is 59% complete for SONGS 2 and 3 projec c. Fuel load of Unit 2 is currently scheduled for February 1980 and for Unit 3 May 198 d. The QA program for startup for Units 2 and 3 will be similar to the Unit 1 QA program for startup used after the recent modifications and consistent with that described in the FSA e. SCE will make a presentation to Region V personnel regarding the use of temporary hangers during preoperational/startup testing within approximately one mont f. SCE Management stressed the Company's strong commitment to Quality Assurance and stated that the Company will be actively involved in both Quality Assurance and Quality Contro SCE Startup QA/QC and Steam Generator Maintenance groups will assume their respective duties after prerequisite testing by SCE's Architect Enginee g.
