Engineering Services and M.4 Electric Production 139 East 4th Street Cincinnati, OH 45201 Gentlemen:

Thank you for your letter dated Macd. zo,1981, informing us of the steps you have taken to correct the noncompliance which we brought to your attention in Inspection Report No. 50-358/80-25 forwarded by our letter dated March 3, 1981. We will examine these matters during a subsequent inspection.

We acknowledge and agree with your comment that Section 17.2 of your FSAR covers the operational quality assurance program and is not applicable to the small and large bore piping construction activities.

However, we also referenced the applicable section of the Cincinnati Gas and Electric Company Quality Assurance Manual which is consistent with Section 17.1 of your FSAR. Further, the pertinent requirements h

of 10 CFR 50, Appendix B, apply to all activities affecting the

\\,

safety-related functions of structures, systems and components and apply to the procurement, design, and construction phase as well t

Your cooperation with us is appreciated.
