50-358/80-08)
Areas Inspected: Routine announced inspection of fuel receipt and stor-age,-followup on 10 CFR 50.55 (e) construction deficiencies, plant tours, and Bulletins / Circulars. This-inspection involved 100 inspector manhours by the NRC Senior Resident Inspector.

Fuel Receipt and Storage-The inspector reviewed documentation, verified by inspection and discussion with appropriate personnel-that the fuel received at the construction site was properly accepted, and safeguarded; and that it was stored in accordance with commitments as stated in licensee-application for storage only of unirradiated reactor fuel and associ-ated radioactive material.

Findings i
1).
The semiannual inspection and inventory of the new fuel stored in'the Spent Fuel Pool did not include a check of the serial numbers.. This appears to have occurred due to an inadequate procedure to-insure.the checking of serial numbers of new fuel when it is stored in the Spent Fuel

Pool..This is. considered an item of noncompliance with 10 CFR 50, Appendix B,. Criterion XIII (Handling, Storage, and Shipping) as described in detail in the Notice of Violation

There was'no procedure written or scheduled to be written for Refueling Bridge Operation as required by NE. SAD.02, Fuel Handling and Core Alterations, Revision 01, August 13, 1979, rtep 5.1.7.
This was broughtfto the licensee atten-tion ond will be followed up on subsequent inspections to insure one is'either written or it is at least reflected in the-Master Procedure Index as a required procedure.

.The inspector brought to the attention of the licensee that'the storage of.the fuel inspections, fuel assembly-control card and incore neutron detector control card records was inadequate. The licensee took immediate corrective action and the inspector now considers the storage of fuel receipt and inspection records to be adequate.
4.
Reportable Deficiency Notification
~
s On April 18, 1980, the inspector was informed of a reportable defic-iency on'GE induction disc relays.
The problem was brought to the licensee attention by IE Circular No.
80-01, Service Advice _for General Electric Induction Dis: Relays.
It has been determined there are 217 relays installed at the Wm. H.
Zimmer facility which were' identified by G.E. as possibly having higher than normal pickup values. Also, a test performed by the
,
licensee of 4 relays, not yet placed in service, showed that 2 of the 4 were sticking and exhibited high pickup values.
Action is now underway to determine responsibilities for correction of:the= deficient relays. This and the actual replacement and/or cleaning will be followed by the inspector in future inspections.
.There was an excessive time. delay between identification of this reportable deficiency and the actual reporting of it.
Correspondence was_directedLto~G.E. on April 8, 1980, which identified the possibly

deficient relays and CG & E's position as to the required action.

As stated previously, the it.spector was not informed until April 18, 1980. This is considered to be an item of noncompliance with 10 CFR 50.55 (e) as described.in detail in the Notice of Violation attached

Plant' Tours-The following items were observed during the frequent tours made by the NRC Senior Resident Inspector. All items were acknowledged by the licensee and will be corrected or were already identified and in the process of being corrected.

Thru-Boxes SL-175 and SL-176 open and full of dirt.
Cable LD098 in cable ~ riser R1035 not properly supported.

Nc items of noncompliance or deviation were noted.
6.
Monthly Exit Interview The inspector met with licensee representatives (denoted in para-graph 1) at the conclusion of the inspection on April 30, 1980.
The inspector summarized the scope and findings of the inspection.
