l Written requalification re-examinations were administered to one' Reactor Operator (RO) and one Senior Reactor Operator (SRO) who had failed this

January 29, 1990. Both operators passed the examinations._Since only two

operators were examined, this review did not constitute a program evaluation.

The facility licensee was effective in remediating the operators with respect to their previous examination results.

However, the examiner noted that the facility submitted examination tended to concentrate'on a few topics covered during the requalification program. As a result, during the preparation of the examination the examiner substituted i

approximately 20% of the questions to broaden the scope of the written examina-

tion. The examiner used the sampling plan to select other questions from the l

facility examination bank. The licensee effectively incorporated the examiner's comments on the written examination.

DETAILS 1. Introduction Written examinations were administered to one RO and one SRO. The operators had failed the written portion of the requalification examination administered during the week of January 29, 1990. The examiner used the process described in NVREG 1021, " Operator Licensing Examiner Standard," Rev. 5, section ES-601, " Administration of NRC Requalification Program Evaluations." 1he personnel contacted during the examination are listed in Attachment 1.

2. Examination Results The following is a summary of the individual examination NRC results:

3. Requalification Examination Preparation The facility submitted a proposed examination in a letter dated March 2, 1990. The examination as proposed tended to concentrate on too few requalification program topics.

The NRC reviewed t'ne written examination

_i with the facility on March 29, 1990 and substituted approximately 20% of l

the questions from the facility examination bank to broaden the scope of the examination. The examiner utilized the facility generated examination

sampling plan to select questions to address additional topics covered during the requalification period. After modification the written examina-tion sampled a good cross section of the information covered during the requalification year. A summary of the examination administered is contained in Attachment '

4. Exit Meeting An exit meeting was held at the conclusion of the examination on April 6, 1990. The personnel in attendance are listed in Attachment 1.

The NRC preliminary results of the examinations were presented.

Requalification Examination preparation and administration were discussed as indicated in this report.
