BEAVER VALLEY NUCLEAR POWER STATION, UNITS 1 AND 2 -

NUCLEAR REGULATORY COMMISSION INVESTIGATION REPORT NO. 1-2019-010 AND INSPECTION REPORT 05000334/2021013 AND 05000412/2021013

Dear Mr. Grabnar:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC) Office of Investigations (OI) at Energy Harbor Nuclear Corporation (Energy Harbor) at Beaver Valley Nuclear Power Station (BVNPS). The investigation, which was initiated June 25, 2019, and completed June 18, 2020, involved security matters, including assertions of response team member (RTM) deliberate misconduct. Details of the investigation are considered sensitive information and, therefore, not included in this letter. Based on the evidence gathered during the OI investigation, the NRC has concluded that there was insufficient evidence to determine that RTMs, employed by Securitas Critical Infrastructure Services (SCIS) at BVNPS, caused any violations of NRC regulatory requirements.

You are not required to respond to this letter. However, should you choose to respond, your response should be sent to the U.S. Nuclear Regulatory Commission, ATTN: Regional Administrator, Region I, 2100 Renaissance Boulevard, Suite 100, King of Prussia, PA 19406, and marked Open by Addressee Only, within 30 days of the date of this letter, with a copy to the NRC Senior Resident Inspector at BVNPS. In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room and from the NRCs Agency-wide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
