Reactor Coolant Pressur coundary Fiping - Observation of Welding Activities (Unit 1)
The inspector observed welding activities of the Reactor Coolant System Welds No. WJ2-2; No. WJ2-3; No. WJ2-1 and No. WJ2-4.
It was determined that (1) work was conducted in accordance with traveler; (2) proper welding materials were used; (3) welding procedure require-ments were met; (4) work area was free of weld rod-stubs; and (5)
physical appea 'nce was acceptable.
No items of noncompliance or deviations were identified.

Reactor Coolant Pressure Boundary Piping - Weld Heat Treatment (Units 1 and 2)
a.
Weld Joint Preheating (Unit 1)
(1) Review of Procedure The inspector established that Babcock and Wilcox Construction Company (B&WCC) procedure for weld joint preheating has not been revised since the last review (IE Inspection Reports No. 50-329/79-03; 50-330/79-03, Paragraph 4'.a).

(2) Observation of Werk Activities (Unit 1)
.
While observing Unit I welding activities for items stated in Paragraph 1.of this report, the inspector determined that preheat was in accordance with the established procedures.
b.
Postweld Heat Treetment (Unit 2)
(1) Review of Procedures The inspector reviewed B&WCC procedures No. 9-HT-101, Rev.
1, "Postweld Heat Treatment" and No. 9-HT-102, Rev. 6,
"Postweld Heat Treatment Procedure for Reactor Coolant Piping." It was determined that the procedures met the ASME B&PV Code Section III 1971 Edition with Summer 1973 Addenda requirements.
(2) Observation of Work Activities The inspector observed the postweld heat tres of Unit 2 Reactor Coolant System Welds No. WJ4-3 and No. ws4-4.
It was determined that (1) weld area is instrumented to provide time-temperature recordings; (2) temperature recorders and thermocouples are properly calibrated and certified; (3) placement of thermocouples are in accordance with the procedure; and (4) when the temperature reached approximately 750 F during the heatup cycle, malfunction developed in some of the thermocouples and the operation was abandoned.
(3) Review of Records The inspector reviewed the postweld heat treatment records of Unit 2 Reactor Coolant System welds No. WJ4-2 and No.
WJ4-1.
It was determined that the records ir dicated pro-cedure and code requirements were met except the temperature range at holding exceeded the range speciffed in the welding procedure.
The licensee's contrac'.or has initiated Report of Nonconformity to cover this mat'.er and plans to requalify the welding procedure to the same heat treatment as received by the weld joints. This matter is considered as unresolved pending a review during a subsequent inspection.

The inspector reviewed the following documents:

B&WCC Procedure No. 9-WG-100, Rev. 6, " Qualification of Welders."
b.
B&WCC Procedure No. 9-WG-102, Rev. O, " Procedure for Main-tenance of Welder Performance Qualification."
c.
Qualification record of 15 welders performed welding on welds stated in Paragraph 1 of this report.

It was determined that the above documents met the requirements of ASME B&PV Code Section IX.
No items of noncompliance or deviations were identified.

Safety Related Piping - Observation of Welding Activities (Units 1 An'd 2)
The inspector observed the following welding activities:

Unit 2 Reactor Building Spray System A weld No. 47 on drawing No. M613, sheet 3.

Unit 1 Decay Heat Removal Suction System A weld No. 57 on drawing No. M610, sheet 3.

Safety Related Piping - Welder Qualificatit, (Units 1 and 2)

a.
Review of Procedure The inspector estabfished that Bechtel Power Corporation pro-cedure for qualification of welders has not been revised since the last review (IE Inspection N torts No. 50-329/79-03 and No.
50-330/79-03, paragtaph 11).
b.
Welders Qualification Records
_
The inspector reviewed qualification record of six wel'ders performed welding on welds stated in paragraph 4 of this report.
It vas determined that (1) qualification record for welder with stamp No. P416 to weld on carbon steel, shield metal are welding and gas ttigston are welding was unavailable in the vault; (2)
qualification record for welder stamp No. P82 to weld on stainless steel, shield metal arc welding was unavailable in the vault; (3) qualification record for welder with stamp No. P416 indicated both bare and coated electrodes were used when qualifying to weld on stainless st?el, shield metal arc welding; and (4)
qualification record for welder with stamps No. P569 and No.
P626 indicated mild steel filler metal was used when qualifying to weld on stainless steel, shield metal arc welding. The licensee's contractor stated that (1) effort will be made to locate records stated in items 1 and 2 above and the inspector reviewed the computer printout which indicated that the welders were qualified to weld on the process in question; and (2)
items 3 and 4 above were typing errors and assured the inspector that correct filler metals were used when qualification tests were made. The inspector stated this matter is considered unresolved pending a review during a subsequent inspection.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable ftems, items of noncompli-ante or deviations.
Unresolved items disclosed during the inspection are discussed in Paragraphs 2.b(3) and 5.b.

The inspector met wi*.h licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on June 28, 1979. The inspector summarized the scope and findings of the inspection. The licecree acknowledged the information.
