APPENDIX B NOTICE OF DEVIATION Southern California Edison Company Docket.No. 50-361 San Onofre Unit 2 License No. NPF-10 As a result of the inspection conducted during'the period March 23 through May 21, 1985, a deviation.from one of your commitments to theNRC was identifie In accordance with the General Statement of Policy'and Procedure for NRC Enforcement Actions, 10.CFR Part 2 Appendix C, as revised, 49 FR 8583 (March 8, 1984), the deviation is set forth below:
Paragraph 6.2.2.1.2.3.c 'of the FSAR states, in part.:
"6.2.2.1.2.3.c Operating During Shutdown Cooling....
To preclude diverting shutdown cooling flow to the containment spray header, the header isolation valves (HV-9367 and HV-9368) are closed and power to their operators-is 'locked out."
Contrary to the above.commitment, the spray header isolation valves (HV-9367 and HV-9368) did not have power removed from their operators during shutdown cooling operation on February' 27, 198 This is a deviation~applicable to Unit You are hereby requested to submit to this office within thirty days of the date of this notice a written statement regarding the above deviation, describing corrective steps taken, the results achieved (or corrective steps that are planned) and the date when corrective action will.be complete JUL 3 11985 Dated P.
