2.0 Previous Inspection Items (Closed) Unresolved Item (322/80-14-03) and Violation (81-01-01) Both address failure to recalibrate permanently installed plant instruments prior to their use during preoperational testin The licensee has revised the Startup Manual (Appendix 4A) to require that the System Test Engineer insure that instrumentation and relay calibrations are performed within an acceptable time period prior to conducting the Acceptance Test /Preoperational Test. Maximum calibration periods for

. instrumentation are not to exceed one yea The inspector reviewed the calibration records for instrumentation in the Residual Heat Removal (RHR) system, the Standby Liquid Control System and the Core Spray Syste The inspector noted that the instruments being used to perform Preopera-t:onal Tests *<ere properly calibrate This item is close (Closed) Unresolved Item (322/80-16-02) Instruments supplied by other than General Electric have no calibration tolerances specified by the designer. The inspector noted that there was no well-defined method for establishing the required tolerances and that in some cases calibrations had been completed without establishing any tolerance The licensee has since issued revision 5 to Test Procedure CG-000.004-5 which requires the Test Engineer to enter the setting and required accuracy on the data sheet prior to issuing the data sheet to the technicia This instrument accuracy is to be based on the vendor's recommendations and the applied service. The inspector verified that these dccuments were approved by the Joint Test Group (JTG), signoffs were completed, data was recorded satisfactorily, and exceptions were resolved in a technically acceptable manner. The inspector also revir;wed the calibration records for six of the portable metering and test equipment items used for these tests and verified that ,

they were in calibration at the time of the tes No violations were identifie .0 Fuel Receipt and Storage The inspector verified the Special Nuclear Material License, SNM-1857, the Fuel Handling Plan, and the Station Operational Quality Assurance Inspection Report Data Shee The inspector noted that the data sheet for receiving o.f new fuel includes requirements to:

Record shipping container and fuel bundle serial numbers;

--

Visually inspect shipping containers for damage;

--

Perform health physics surveys on each vehicle and shipping container;

--

Verify that tamper proof seals are intact;

--

Verify that shipping containers are stacked not more than four high;

--

Verify that security personnel are in constant surveillance of unloading activities; and,

--

Verify that fire protection equipment is availabl The inspector had no further questions regarding these item .

5.0 Test Witnessing The inspector witnessed portions of PT 307.003B, Emergency Diesel Generator 102 Electrical Preoperational Testing and discussed the progress of this test with the Test Engineer. The inspector verified that:
