This refers to the physical security inspection conducted by Mr. J. A. F. Kelly of this office during the period February 11-15, 1985, of activities authorized
.by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1

and 2, and to the syncpsis from NRC Investigation Report No. 4-85-004 dated July 23, 1986, conducted by the NRC Office of Investigations.
Areas examined during the February 11-15, 1985, inspection included records i.nd

reports, security program audit, management effectiveness, and access controls.
The inspection consisted of selective examination of procedures and l
representative records, interviews with personnel, and observations by the NRC inspector. The inspection findings are documented in Appendix A to this
!
letter.
As a result of matters discussed in NRC Inspection Report 50-313/85-05; 50-368/85-05, the NRC conducted an investigation into the falsification of inspection reports by an AP&L contract employee. This was a follow-on effort to the investigation performed by AP&L in December 1984 through January 1985. AP&L j

and, in particular, Mr. Donald R. Payne of your staff are to be commended for their handling of this situation and for the prompt and thorough action taken to

ensure that all other items inspected by this contract employee acting alone had been completed satisfactory'ly.
A synopsis of this investigation is included as Appendix B to this letter.
Within the scope M these inspections, no violations or deviations were
identified.
