NRC INTEGRATED INSPECTION REPORT 50-272/98-12 & 50-311/98-12 NOTICE OF VIOLATION

Dear Mr. Keiser:

This letter refers to your March 16, 1999, correspondence (LR-N990101 ), in response to our February 12, 1_999, letter regarding the Salem Unit 1 & 2 facilities.

Thank you for informing us of the corrective and preventive actions for the Notice of Violation, as documented in your letter. The violation involved two examples of failures to comply with Salem Unit 2 technical specification 6.8.1 regarding procedure maintenance and adherence,, which were identified during our review of the December 8, 1998 reactor coolant system leak event.

We completed our review of the effectiveness of your corrective actions in NRC inspection report 50-311/99-01, dated April 2, 1999, as part of our independent assessment of the reactor coolant system leak event and your licensee event report 50-311/98-15. We will continue to

monitor the your performance in this area in future inspections.
