NRC READINESS ASSESSMENT TEAM INSPECTION (RATI) REPORT NO. 50-311/97-80
Dear Mr. Eliason:
This letter transmits the report of the U.S. Nuclear Regulatory Commission (NRC)
Readiness Assessment Team Inspection (RATI), conducted from June 9-23, and July 9-11, 1997, of activities authorized by NRC operating license DPR-75, at your Salem Unit 2 facility. At the conclusion of the inspection, the Team findings were discussed with you and members of your staff, at an inspection exit meeting, that was open for observation by members of the public, on June 27, 1997 and at a follow-up exit on July 11, 1997.
The RATI performed an independent, broad scope assessment of management controls, programs and personnel to support a safe restart and continued operation of the Salem Unit 2 facility. The RATI evaluated the areas of Management Programs, Independent Oversight; Operations; Maintenance and Surveillance; and Engineering. Within these areas, the inspection consisted of selective examinations of documents, direct observation of plant equipment and activities, and interviews with plant staff.
The Team concluded that significant progress had been made in enhancing overall station performance. In particular, the Team observed: strong management involvement in directing plant activities; an intrusive and independent Quality Assurance organization; a revitalized and effective corrective actions program; an effective self assessment.process; a strong Employee Concerns Program; and high standards regarding safety that were commonly understood and demonstrated by management and staff in the areas of procedural adherence, problem identification, personal accountability and conservative

decision-making. Based on the observations documented in the attached inspection report,

the Team has concluded that the plant equipment, staff, management, programs and processes are in place to support a safe restart and continued operation of Salem Unit 2

Nuclear Power Plant.
No issues were identified by the Team that required resolution before restart. However,

several issues warrant continued licensee senior management attention to assure that they.

are pJoperly controlled. These issues include: vendor manual program weaknesses; out-of- /\\._.. *
date administrative procedures; and changes in the area of maintenance scheduling that Y.
pose a challenge to reduce the corrective maintenance backlog.
