NRC INSPECTION NO.* 50-272/96-05; 50-311/96-05; 50-354
Dear Mr. Storz:
This letter refers to your May 22, 1996 correspondence, in response to our April 22, 1996 letter.
A violation of Technical Specification (TS) 6.5.2.2 was identified in which the requirements specified in ANS 3.1-1981 Sections 4.4 and 4.7 for Safety Review Group (SRG) and Offsite Safety Review (OSR) engineers qualification were not being met.
On page 3 of your response, first and second paragraphs, you indicate that you may interpret the TS 6.5.2.2 requirements to include Section 4.1 of the ANS standard based on the "generally accepted principles of inclusion of, and adherence to, referenced documents."
We are seeking further guidance from the NRC Office of Nuclear Reactor Regulation to determine whether this position is acceptable.
Pending that guidance, we will accept t your response and examine your corrective actions in a future inspection.
