(b) USNRC Letter to MYAPCo dated April 16, 1985 Subject: Response to Inspection Report No. 50-309/85-05 - Materials Storage Inspection Gentlemen:

This letter provides Maine Yankee Atomic Power Company's response to Inspection Report 85-05. Each item in the Notice of Violation has been addressed and corrective actions, both taken and planned, are provided.

A Notice of Violation:

10 CFR 50 Appendix B, Criterion VIII states in part that " Measures shall be established to control the... storage... and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration."

ANSI N45.2.2-1972 " Packaging, Shipping, Receiving, Storage and Handling of Items for Nuclear Power Plants", as endorsed by the licensee requires in part that:

Access to storage areas shall be controlled and limited only to o

personnel designated by the responsible organization, and Access and storage shall recalve proper preventive maintenance o

according to procedures.

Contrary to the above, as of February 15, 1985, the licensee has not established a program for limiting access only to designated personnel in the warehouse or for performing preventive maintenance on items stored in the warehouse.

This is considered to be a Severity Level V violation.

Maine Yankee Response:

Immediate Corrective Action-Maine Yankee immediately provided access control for the materials storage _ area. By February 21, 1985, the warehouse entrance was-

locked and. Maine Yankee Materials Control Section personnel controlled access.

  • Corrective Action to Prevent Recurrence

By June 7, 1985,. Maine Yankee will establish written administrative controls for personnel access to the warehouse area.

Maine Yankee plans to establish a manual control system to provide preventive maintenance for stored equipment.

Prior to providing preventive maintenance, however, Maine Yankee needs to research the equipment currently stored in the warehouse and determine appropriate preventive maintenance requirements for each component or class of

. components.

Additionally, a preventive maintenance procedure will be developed to
