SENIOR REACTOR OPERATOR INITIAL RETAKE EXAMINATION - CRYSTAL RIVER UNIT 3 - NRC EXAMINATION REPORT 05000302/2006301

Dear Mr. Young:

On June 8, 2006, the Nuclear Regulatory Commission (NRC) administered a retake operating test to one employee of your company who had reapplied for a license to operate the Crystal River Nuclear Plant. A senior reactor operator (SRO) applicant was required to retake the simulator portion of the operating test. The NRC waived the written examination and the walk-through section of the operating test. At the conclusion of the test, the examiner discussed preliminary findings with those members of your staff identified in the enclosed report.

The SRO applicant passed this portion of the operating test. There were no post exam comments.

In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) components of NRCs document system (ADAMS). SUMMARY OF FINDINGS ER 05000302/2006301; 6/8/2006; Crystal River Unit 3; Licensed Operator Retake Examination.

The NRC conducted an initial operator licensing retake simulator examination in accordance with the guidance of NUREG-1021, Revision 9, Operator Licensing Examiner Standards for Power Reactors. This examination implemented the operator licensing requirements of 10 CFR

§55.45.

The NRC administered the simulator operating test on June 8, 2006. The operator licensing initial operating retake examination was developed by the NRC and licensee. One senior reactor operator (SRO) applicant passed the retake of his operating examination and was issued a license.

No significant issues were identified.

4OA5 Operator Licensing Initial Examinations a. Inspection Scope The NRC and members of the licensees staff developed the operating examination.

The NRC reviewed the operating examination and verified compliance with guidelines specified in NUREG-1021, Revision 9. The examiner reviewed the licensees examination security measures while preparing and administering the examination to ensure that examination security and integrity complied with 10 CFR 55.49, Integrity of Examinations and Tests.

The examiner evaluated one SRO applicant who was being assessed under the guidelines specified in NUREG-1021. The examiner administered the retake of the simulator operating test on June 8, 2006. The evaluation of the applicant and a review of documentation was performed to determine if the applicant met the requirements specified in 10 CFR Part 55.

b. Findings No findings of significance were identified. The examination materials submitted by the licensee were acceptable. The applicant passed the examination. There were no post examination comments.

4OA6 Meetings Exit Meeting Summary On June 8, 2006, the chief examiner discussed preliminary findings with Mr. Richard Hons and members of his staff. The examiner asked the licensee whether any materials reviewed during the examination should be considered proprietary. No proprietary information was identified.
