Areas Inspected: Special announced inspection of the adequacy of the licensee's response to Significant Appraisal Deficiencies and Appraisal Improvement Items Identified in the Emergency Preparedness Appraisal (Report Nos. 50-295/81-13; 50-304/81-09). The inspection involved 42 inspector-hours on site by one NRC inspector.

Results: One apparent item of noncompliance was identified regarding 10 CFR 50.54 (Level IV violation - failure to follow and maintain the licensee's emergency response plan, meeting the standards of 50.47(b)

and failure to implement the licensee's plan by April 1, 1981 - Para-graph 4).

Licensee Action on Previous Inspection Findings a.

The following is the current status of deficiencies identified during an emergency preparedness appraisal conducted June 29-July 14, 1981:

(Closed) (295/81-13-02; 304/81-09-02): EPIP-320-1 call-out list.

EPIP-320-1 has been revised to prioritize the call-out list to ensure required augmented staffing. The licensee has added the name of a Rad / Chem Foreman those responsibility it is to notify Rad / Chem Techs. There is no backup for this individual and during a communications test this Foreman could not be contacted for 1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. The licensee has posted Rad / Chem Foreman job openings for non normal shifts. This additional staffing will provide a reliable means of contacting Rad / Chem Techs should the need arise. These positions are to filled by August 1, 1982.

procedures. EPIP-120-1 through EPIP-180-1 have been revised to the format specified in ZAP-5-51-5.

Although the procedures were revised some are still ambiguous. Additional guidance on the ambiguous statements has been incorporated into EPIP-120-1,

-130-1 and -140-1.

These revised procedures are due to be dis-tributed by June 30, 1982. (Paragraph 3).

EPIP-150-1 and -160-1 are being reviewed by the affected groups and are expected to be revised by August 1, 1982.

procedure. EPIP-110-1 which includes a NARS form does not provide appropriate protective action tables in order to make proper recommendations for public actions. GSEP Tables 6.3-1, 6.3-2 and 6.3-3 are being incorporated into EPIP-110-1 which is expected.to be distributed by June 30, 1982. (Para-graph 3).

The current revision also includes direction to RCTs to make surveys as applicable.

quate test and subsequent repair of the siren network, resulted in an adequate demonstration of the operability of the notifi-cation network.

(Closed) (295/81-13-07; 304/81-09-07): Communication link with Division of Emergency Government (DEG), Madison Wisconsin. NARS provides the capability.of connecting CECO (Zion) with Wisconsin DEG. EPIP-440-1 Section F.3 requires a monthly test from the CR, EOF and TSC. The program has been implemented.

and calibration of emergency equipment in areas of the Station including the TSC, OSC and EOF were reviewed. The procedures

(Closed) (295/81-13-17; 304/81-09-17): Review of RPs. RPs used in an emergency and not listed in EPIP-99-1 have been reviewed for completeness (precautions and limitations) and also those that are to be used exclusively for emergencies made into EPIPs.

Exposure guidelines.

Exposure guidelines specified in EPA-520/1-75/001 and the CECO GSEP, have been included in appropriate EPIPs and EGs.

The following is the status of Appraisal Improvement Items reported in the June 29-July 14, 1981 emergency preparedness

appraisal.

Select items were reviewed against the licensee's response, dated October 1, 1981, which addresses these items.

For the items reviewed, the licensees actions appear to be adequate and for the mogt part timely.

Open Item Dated items in paragraph 2 are considered as an open item and will be reexamined during a subsequent inspection.

(Open) (295/82-11-01; 304/82-09-01) Procedures. EPIPs 110-1 through 160-1 and 320-1, needing additional work, have scheduled dates for completion.

Agreement With Offsite Agencies (0 pen) (295/81-13-01; 304/81-09-01):

Letters of agreement with offsite support and governmental agencies. The licensee has not obtained letters of agreement from the City of Zion agencies, e.g.,

Police, Fire and Rescue Departments. This item was identified as a significant finding during the recent emergency preparedness implementation appraisal.

Pursuant to 10 CFR 50.54(s)(2), the licensee was given 120 days from August 26, 1981, to correct this problem.

In a letter dated October 1, 1981, from the licensee, they indicated that these letters of agreement would be executed by December 15, 1981.

During the inspection, the inspector determined that the licensee is in noncompliance with Section 4.2 of the Zion Annex of the GSEP dated April 1981 (Revision 1).

10 CFR 50.54(s)(2) requires that emergency response plans shall be implemented by April 1, 1981, and the Zion annex states that " Agreements exist on file at Zion Station with several support agencies. These agencies and their support rolls are as follows..." Letters from the City of Zion agencies, stated above, are not on file at the station. Further, the inspector concluded that the Emergency Plan did not meet the standards in 50.47(b) as required in 50.54(q), namely, that primary responsibilities for emergency response by local organizations have not been assigned and the responsibilities have not been specifically established. The failure to comply with these sections of 10 CFR 50 constitute a Severity Level IV violation.

' Exit Interview At the exit interviews held on May 14 and June 18,1982, with licensee representatives denoted in Paragraph 1, the inspector discussed the scope of the inspection.

Items not able to be closed out on May 14 due to lack of substantiating information were closed out on June 18, 1982.

During a telephone exit between C. Paperiello and W. Axelson (both NRC) with F. Lentine (CECO), the letter of June 24, 1982, to J. G. Keppler regarding aggreements between the licensee and offsite support agencies was discussed. The licensee was informed that this item would be treated as an-item of noncompliance.
