Operational Safety Verification The NRC inspector performed activities as described below to ascertain that the facility is being maintained safely and in conformance with regulatory requirements, and that the licensee's management control systems are effective.
a.
The NRC inspector made several control room observations to verify licensee adherence to selected Technical Specifications, operator adherence to approved procedures, and proper control room and shift manning. The NRC inspector reviewed selected logs and records to verify compliance with regulatory requirements. The licensee's equipment control was reviewed for proper implementation by reviewing the maintenance order and tag-out logs, and verification of " return to operable status of selected safety-related components and systems."
The NRC inspector observed several shift turnovers and reviewed sev-eral shift turnover sheets.
b.
The NRC inspector toured the plant at various times during the inspec-tion period.to determine and/or verify equipment conditions, plant conditions, security, safety, and general housekeeping. These observa-tions included the following:
general plant and equipment conditions

fire hazards and control of combustible material
.
presence of fire watches when required
.
physical security
.
No violations or deviations were identified.

Surveillance Testing The NRC inspector observed portions of the quarterly review of temporary fire stops by the site QC department. He witnessed the inspection being I

-3-performed in the gas compressor room and noted that all temporary fire stops were documented and located, that those fire stops to be perma-nently grouted were identified, and that the inspection was performed by qualified personnel.
The NRC inspector witnessed portions of Surveillance Test ST-RPS-12, F.2, and verified that the test was scheduled in accordance with Technical Specification requirements, that the procedure was being followed, that qualified personnel were performing the test, and that test data were being properly recorded.
No violations or deviations were identified.

Maintenance The NRC inspector witnessed some of the work perfomed on the following maintenance items:
a.
Maintenance Order (M0) 16074, " Repair / Rebuild / Replace FP-18."
The diesel driven fire pump had to be replaced and over a period of days the NRC inspector noted that the equipment was properly tagged-out, that Procedure MP-FP-4, " Removal, Repair, and Installation of Fire Pumps," was used, that a safety evaluation was completed and a copy attached to the M0, that QC hold points were established and observed, that qualified personnel were assigned to the job, and that applicable Technical Specification requirements had been met. After installation of the new pump, the NRC inspector witnessed the operability test using Procedure OI-FP-6, " Fire Protection System Inspection and Test,"

Work continues on Safety Related Design Change Order (SRDCO) 82-14,
" Main Steamline Radiation Monitor," and at various times during this report period, the NRC inspector observed testing of the inlet steam

valves and Agastat relays, and hydrostatic testing of the sensing lines.
In all cases, the tests were perfomed by qualified personnel j
using approved procedures.

Plant Operations During the week of October 18, 1982, plant personnel became alerted to leakage problems inside the containment when sump levels were seen to increase. The water was determined to be from the secondary plant, and a containment inspection identified leaks at three out of four steam gen-erator handholes as the major source of water. The plant made prepara-tions for repairs and on October 22, 1982, began a shutdown /cooldown in order to drain the steam generators for maintenance. The repairs were completed and the plant returned to hot shutdown the following Wednesday.
Startup was suspended while repairs were made on CEDM 17 which had a faulty clutch assembly. Once repairs were accomplished on the CEDM, the plant startup was completed and the unit was back online early Friday afternoon, October 29, 1982.
No violations or deviations were identified.
6.
Exit Interview The NRC inspector met with the Fort Calhoun Station Manager on November 1, 1982, to summarize the scope and findings of the inspection.
