NRC INSPECTION REPORT NOS. 50-280/92-13 AND 50-281/92-13 Thank you for your response of July 31, 1992, to our Notice of Violation issued on July 1, 1992, concerning activities conducted at your Surry facility. We have evaluated your response and understand that you concur with the individual issues
- identified in the Notice of Violation and have corrected the specific problem With respect to long-term corrective action, you expressed reservations about concurring that operational configurations described in the Final Safety Analysis Report (FSAR) were in fact procedures as defined in 10 CFR 50.59. Although you expressed this interpretation difference, we are satisfied that your procedure upgrade program will provide additional assurance that procedures that clearly require a safety evaluation are identifie As such, we have determined that your response is acceptabl We will examine the implementation of these corrective actions during future inspection In your response, you requested that your interpretation difference with respect to operational conditions described in the FSAR being treated as procedures, be discussed at our upcoming counterpart meeting on September 24, 1992.
