50-323/95-10 This refers to the inspection conducted by Hessrs.
I. Barnes, W. Sifre.
and Hs.
K. Weaver. of this office on September 18 through October 20, 1995. at the Diablo Canyon Power Plant. Units 1 and 2. facility.
Following the onsite inspection period. additional in-office review was performed through November 17, 1995.
The inspection included a review of activities authorized for your Diablo Canyon Power Plant.
Units 1 and 2. facility.
At the conclusion of the inspection.
the findings were discussed with those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report and included a steam generator tube integrity review and inservice inspection.
Within these areas, the inspection consisted of selective examinations of procedures and representative records.
interviews with personnel, and observation of activities in progress.
The results of this inspection are documented in the enclosed report.
Overall, we consider that your historical steam generator examination program scope and ongoing steam generator degradation management actions are indicative of both management awareness of and support for steam generator tube integrity initiatives.
We do note, however. that the steam generator strategic plan has not been revised since its issue in 1993; despite awareness that the current document does not consider all active degradation mechanisms in its projections.
The results of the inspection indicate that you have been proactive with respect to eddy current examination scope.

and incorporation of industry experience.
The creation of a dedicated engineering staff for steam generators was viewed as an action which should facilitate both overall steam generator degradation management and maintenance of appropriate awareness of industry experience and initiatives.
Secondary water chemistry performance was also ascertained to have significantly improved over the last 5 years, with the reductions achieved since 1993 in feedwater iron concentrations viewed as notable.
Actions to further reduce corrosion product transport to the steam generators warrant continued management attention.
