PG8 E Letter GCL-95-184 ENCLOSURE REPLY TO NOTICE OF VIOLATIONIN NRC INSPECTION REPORT Nos. 50-275/95-13 AND 50-323/95-13 On August 9, 1995, as part of NRC inspection Report Nos. 50-275/95-1 3 and 50-323 95-3/95-13, NRC Reglori IVissued a Notice of Violation citing one Severity Level IV violation for Diablo Canyon Power Plant, Units 1 and 2. The statement ofviolation and PG8 E's response follow.
STATEMENT OF VIOLATION During an NRC inspection conducted on June 12-16, 1995, one violation of NRC requirements was identified. In accordance with the "General Statement of Policy and listed below:

ppen ix, e wo attonis Paragraph 2.E of Facility Operating Licenses DPR-80 and DPR<2 for the Diablo Canyon Power Plant, as amended, requires in part that the licensee fullyimplement and maintain in effect all provisions of the Commission-approved Physical Security Plan, including amendments made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).
Paragraph 3.2 of the licensee's approved Security Plan requires that material off-loaded at the he warehouse be searched prior to admittance into the protected area.
Contrary to the above, the inspector identified on July 25, 1995, that 21 boxes off-foaded at the warerehouse were not adequately searched prior to admittance into the protected area.
This is a Severity Level IVviolation (Supplement III)(2?5/951341, 323/9513<<).

REASON FOR THE VlOLATION PG8 E acknowledges that the violation occurred as described in the Inspection Report.
Security Procedure (SP) 405, "incoming Package and Material Control," requires either x-ray or hands~n searches of packages being transported into the protected area.
Due to temporary inoperability of an x-ray machine, warehouse materials employees were conducting physical, hands-on searches of all materials entering the protected area.
Allof the packages in question were opened and inspected inside; however, contrary to SP 405, the search was not sufficient to detect possible contraband ln the bottom of the packages.
The use of handswn searches increased the time required to perform materials searches and may have led the employees to rush the search process and therefore conduct an incomplete search process.
CORRECTIVE STEPS TAKENAND RESULTS ACHIEVED To ensure immediate compliance with materials search requirements, the following corrective actions were implemented:
1. Warehouse materials employees re-searched the materials in question.
The results of this search did not reveal the presence of any contraband, weapons or explosives.
2. Security personnel were briefed concerning specifics of the inadequate search.
Warehouse materials employees received refresher training on the proper conduct of searches.
It was emphasized that employees must be more cognizant of the manner in which searches are conducted.
CORRECTIVE STEPS THATWILLBE TAKENTO AVOIDFURTHER VIOLATIONS The followingactions are being taken to avoid further violations of this nature:
1. An evaluation of the materials receipt and search process willbe performed to provide recommendations for improving these processes.
b'.Security expanded the list of practical exercises in the search process exercise inder to include mock contraband in materials subject to hands-on, physical searches.

DATE WHEN FULL COMPLIANCE WILLBE ACHIEVED PGKE is in full compliance with Section 3.2 of the Diablo Canyon Power Plant Physical Security Plan, as amended, which requires that materials off-loaded at the warehouse be searched prior to admittance into the protected area.
The material receipt and search process evaluation willbe completed by October 1, 1995.
