NRC INSPECTION REPORT 50-275/95-06; 50-323/95-06 AND NOTICE OF VIOLATION This refers to the'inspection conducted by M. Tschiltz and the inspectors identified in the enclosed report, of this office on February 19 through April 1, 1995.
The inspection included a review of activities authorized for your Diablo Canyon Nuclear Power Plant, Units
and 2, facility.
At the conclusion of the inspection, the findings were discussed with you and those members of your staff identified in the enclosed report.
You are to be commended on your prompt and effective actions in response to the severe storm conditions which, on March 9, 1995, caused closure to all roads leading to and from the Diablo Canyon site.
These actions, which are detailed in the enclosed inspection report, demonstrated your high regard for safety.
During this inspection a violation of NRC requirements was identified.
It involved several examples of failures to comply with procedural requirements.
These examples occurred as a result of the lack of appropriate sensitivity, by certain members of your staff, to procedural compliance.
Two of the examples occurred during direct involvement of engineering in support of testing Safety Injection Pump 2-2.
Another example involved incorrect restoration of a system after testing.
These examples were either identified by NRC inspector observations or were self-evident.
We have brought to your attention issues of procedural compliance in past inspection reports and the latest Systematic Assessment of Licensee Performance report.
We encourage you to assure that your expectations for performance in these areas are clearly communicated, understood, and implemented by all of your staff.
Areas examined during the inspection are identified in the report.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and obse. vation of activities in progress.
The results of this inspection are documented in the enclosed report.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
