Combined Inspections 5C-272/82-03 and 50-311/82-03 This refers to the routine 5Jeguards inspection conducted by Mr. G. C. Smith of this office on January 1. - 15, 1982, at the Salem Nuclear Generating Station, Hancocks Bridge, New Jersey, of activities authorized by NRC License Nos. DPR-70 and DPR-75 and to the discussions of our findings held by Mr.
Smith with Mr. J. Driscoll of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection Renort which is enclosed with this letter.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.
Our inspection also verified the steps you had taken to correct the violations

brought to your attention in letters dated August 21, 1981, September 11, t
1981, and September 25, 1981. We have no further questions regarding your
. action at this time.
Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
These violations have been categorized by severity level in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR'9987) dated March 9, 1982. You are required to respond to this letter and in preparing your response, you should follow the instructions in Appendix'A.
In accordince with 10 CFR 73.21 of the NRC's regulations, documentation of security measures for the physical protection of special nuclear materials and certain plant equipment vital to the safety of production or utilization facilities is deemed to be Safeguards Information.
