The inspection involved 17 inspector-hours onsite and 18 hours at the Quinton and Pennsville Training Centers by one NRC region-based inspector.
Results: No items of noncompliance were identified in the three areas inspected.

Licensee Action on Previous Inspection Findings (Closed) Violation (272/80-14-01) Failure to review station design changes. The inspector verified that design change information was being distributed in a timely manner to the plant operating staff in accordance with Training Procedure No. 11, " Plant Design Change Review", Revision 1, March 11, 1982.
The inspector reviewed the "Information Directives", which are the mechanism for disseminating operating information to the plant staf f, issued by the Operations Manager that pertained to Unit 1 modifications during the current outage.
In addition the inspector verified that Information Directives containing Design Change Information were transmitted to the Nuclear Training Group for incorporation into the training lesson plans or additional training sessions as necessary for complex or significant design changes.
Cased on the above this item is closed.
(Closed) Violation (272/81-01-02) Operators failure to log and acknowl-edge entry into an Action Statement.
The inspector verified that formal training on the importance of accurate and timely documentation of operational events was incorporated into the lesson plan, Administra-tive Procedures I, " Operating Practices and Log Keeping", Revision 2, December 2, 1981. As additional corrective action the licensee is currently revising their operating logs which will include a separate log for documentation of entry into and exit from an Action Statament (OPS Log 9, Action Statenent).
The inspector reviewed the new log format and discussed the training with licensed operators.
Based on the above, this iten is closed.

The interviews were conducted with craf tsmen, technicians, cleri-cal and secur1ty personnel, including two female employees.
No violations were identified regarding general employee training.
4.
Craft and Technician Training The status of the training programs for craftsmen and technicians was reviewed with instructors and supervisors responsible for the training.
Interviews were conducted with selected individuals who were at varying levels of training and qualifications; these included maintenance craf tsmen, radiation protection technicians, chemistry technicians, and instrument and control (I&C) technicians.
The programs and the inspections findings are summarized in the following paragraphs.
i a.
Maintenance Craftsmen The inspector reviewed the following training procedures which delineate the formal maintenance training: -- TP-4, Apprentice Station Mechanic, Revision 0, March 10, 1982; -- TP-5, Advanced Maintenance - Machinist, Revision 0, February 5, 1982; -- TP-6, Advance Maintenance - Electrician, Revision 0, February 8, 1982; and -- TP-7, Advanced Maintenance - Boiler Repair, Revision 0, February 8, 1982.
The progr&m consists of a combination of formal classroom study offsite and practical work onsite in each phase leading to a level I craftsmen, electrical, machinist, or boiler repair qualifica- ~' tion.
The inspector selectively sampled and examined six maintenance , personnel training records.
Interviews were conducted with two individuals to verify 1) that training was provided commensurate with the job classification and 2) job assignments were within the scope of training.

During the records review the inspector found that " Station Mechanic" Qualification cards were not completed for personnel who attended the last two formal apprentice station mechanic training courses but are now working as station mechanics.
The qualification cards contain requirements that cannot be met because of availability of the equipment (i.e., polar crane operction and fork lift training). The licensee is aware of the administrative problem and is currently evaluating and revising the maintenance department qualification cards to remove the non-essential requirements that preclude completion of the station mechanic qualification cards and certification.
Issuance and completion of revised station mechanic qualification cards will be reviewed in a subsequent NRC R:1 inspection (272/82-11-01; 311/82-10-01).
b.
Radiation Protection Technicians The inspector reviewed the followirg training proceduras and detailed cour3e outlines which describe the formal radiation protection training: TP-31, Apprentice Radiation Protection Assistant, Revision 1, May '4, 1981; and TP-30, Radiation Protection Technician, Revision 0, March 10, 1982.
Training given at the assistant level is 20 weeks of formal classroom training including laboratory exercises, followed onsite by six weeks on-the-job training monitored by radiation protection instructors.
After serving two years as a Technical Assistant, Technician training is given which consists of 14 weeks formal classroom training and four weeks of task-oriented station qualification.
The inspector reviewed training records of five Radiation Protec-tion personnel at various training levels including records of individuals who were hired directly as technicians and didn't receive the station's formal Technical Assistant or Technician training.
Interviews were conducted with several supervisors and two individuals in the Radiation Protection group to verify that training was commensurate with the job classification and duties assigned.

Chemistry Technicians _ The following training procedures were reviewed which delineate the formal chemistry training program: -- TP-40, Apprentice Chemistry Assistant, Revision 1, March 10, 1932; and -- TP-41, Chemistry Technician, Revision 3, March 10, 1982.
Training at the assistant level is similar to that given the radiation protection assistant; 20 weeks formal classroom study with laboratory exercises followed by six weeks at the site of practical application under the supervision of a chemistry super-visor.
The Chemistry Technician training consists of 29 weeks of formal classroom trair,ing and lab work followed by 24 weeks at the station using a procedure and task-oriented qualification card.
The inspector reviewed training records of seven chemistry personnel and conducted interviews with two individuals whose records were reviewed to verify that the training was commensurate with the job classification and current job assignments, d.
Instrument and Control (I_&C)_ Technicians The inspeccor reviewed the following training procedures which delineate the formal I&C training: -- TP-21, Apprentice I&C Assistant, Revision 0, March 9, 1982; and -- TP-22, I&C Technician, Revision 0, March 9, 1982.
The I&C training program is similar in format and duration to each phase of the chemistry training.
The inspector raviewed training records for 4 individuals in the I&C group and conducted interviews with two individuals whose records were reviewed to verify that the training was commen-surate with the job classification and current job assignments.

Licensed Operator Requalification Program References: -- Letter: H. R. Denton to All Power Reactor Applicants and Licensees, dated March 28, 1980.

Program Review The inspector reviewed the licensee's program with regard to the requirements set forth in the accepted Operator Requalification Program and verified that, as currently established, the program includes the following: -- an established, planned, continuing lecture schedule appro-priate to deficient areas identified by the most racent annual exams; -- content includes instruction in heat transfer, fluid flow, thermodynamics and mitigation of accidents involving a degraded core; -- lesson plans or appropriate training materials describe the scope and depth of selected lectures; -- accelerated requalification standards of less than 70; in any section and less than 80"J overall; -- Documentation of personnel attendance; -- reactivity control manipulations on the plant or at a simu-lator as specified in Ref. 1; -- discussions / reviews of changes in facility design, proce-dures, and facility license; and, -- review of abnormal / emergency procedures.
The inspector determined that no changes have been made to the program which are in nonconformance with existing regulatory requirements or commitment. . i '
b.
Record Review The inspector selected and reviewed the records of fifteen licensed operators to verify that each contained the following documentation: -- completed course and yearly examinations with answers; manipulation of controls for reactivity changes required by -- the program; . -- records of simulator training for Fall, 1981; -- completed oral examination / evaluations; and -- completed additicnal training in areas where deficiencies were exhibited.
The following requalification lesson plans with associated quizzes and attendance records were reviered to verify: 1) operator attendance at scheduled lectures and 2) all operators either took the quiz or were orally examined in that area.

Discussions were held with the licensee's training staff to determine the adequacy of requalification training plans for operators who failed to attain satisfactory test grades and/or evaluation results for the current requalification cycle.
No inadequacies regarding plans or accelerated requalification i training were identified.

Personnel Interviews Interviews were conducted with two Nuclear Control Operators and one Sanior Shif t Supervisor to verify that training is being conducted in accordance with approved procedures, that training is meaningful to participants, and that training records reflect i actual training l ' No violations were identified in requalification training for licensed operators.

Management Meeting _s Licensee Management was informed of the scope and purpose of the inspection at the entrance interview conducted on April 13, 1982. The findings of the inspection were periodically discussed with licensee representatives during the course of the inspection. An exit inter-view was conducted on April 16, 1982 (see paragraph 1 for attendees) ' at which time the findings of the inspection were presented.
