Inspection on January 22, 1982 by a representative of the South Carolina Department of Environmental Control Public Service Gas and Electric Company was the originator of a waste shipment which was inspected at the Chem-Nuclear Systems, Inc. burial sit Results: One violation was identified (delivery of a shipment of licensed material to a carrier for transport with two containers of the shipment, not strong, tight packages as required by 10 CFR 71.5 and 49 CFR 173.392(c)(1)).

Details On January 21, 1982, the Public Service Electric and Gas Company dispatched a shipment of licensed material consisting of 114 55 gallon drums of LSA radioactive waste containing 549.6 millicuries to the Chem-Nuclear Systems, Inc. burial site at Barnwell, South Carolina. The. shipment was made in an exclusive use closed vehicl On January 22, 1982, a representative of the State of South Carolina inspect-ed the shipment at the burial site. The inspection consisted of a review of shipping papers, placarding, marking and labeling radiation measurements, selective contamination surveys, and examination of the packages and the tractor-traile A copy of the report prepared by the representative is attached. As the drums were being removed from the vehicle, two of the drums were observed to have holes in their sides. Drum 0083 had a three-inch slit near the center, and drum 0047 had a small hole in its lower portion. According to a representative of the State of South Carolina, each drum contained millicuries of licensed material as solid metal oxides on compacted tras The contents of the drums were not wrapped, according to a licensee representativ CFR 71.5 proiibits delivery of licensed material to a carrier for transport,

unless the licensee complies with applicable regulations of the Department of Transportation in 49 CFR, Darts 170-189. 49 CFR.173.392(c)(1) states,

" Materials must be packaged in strong, tight packages . . .".

Drums number 0047 and 0083 were not strong, tight packages, because each drum was found to have a hole in its side. This represents noncompliance with 10 CFR 71.5 (82-08-01).

The Salem Nuclear Generating Station Assistant General Manager was informed of this apparent violation in a telephone conversation with P. Clemons on February 17, 198 ,
