Inspection 50-271/82-01 This refers to your letter dated April 22, 1982, in response to our letter dated March 23, 1982.
Thank you for infoming us of the corrective and preventive actions documented in your letter. These actions will be examined during a future inspection of your licensed program.

We have considered the infomation pmvided in your letter dated April 22,1982, regarding the classification of Item 3 as a Severity Level IV Violation. The assessment of upstream dam integrity and the potential for adverse impact on plant operations is specified in Vemont Yankee OP 3021.
It is our position that the failure to complete OP 3021 actions degraded a management control system designed to detect, prevent, or mitigate an event. This conclusion is in accord-ance with Section III of the Interim Enforcement Policy (47 FR 66754, October 7, 1980). Based on the above Item 3 will remain a Severity Level IV Violation.
