REPORT N05. 50-269/85-39, 50-270/85-39, AND 50-287/85-39 Thank you for your response of March 20, 1986, to our Notice of Violation and Proposed Imposition of Civil Penalty issued on February 28, 1986, concerning activities conducted at your Oconee Nuclear Station.
We acknowledge your correction concerning the dates when the NRC Resident Inspector and Region were notified.
However, our previous understanding of the hoeizontal openings into catchbasins 149, 150, 152, 155, 156, and 157 is reflected on page four of our report.
In reference to your request for mitigation of the proposed civil penalty, the NRC did fully consider all of the mitigating and escalating factors applicable to this violation prior to processing the civil penalty.
Credit was given to your prict good performance in the area of concern and to your prompt and extensive corrective actions.
However, the added significance resulting from the duration of the violation precluded complete mitigation of the civil penalty.
We have examined your response to the violation and found that it meets the requirements of 10 CFR 2.201.
We will examine the implementation of your corrective actions during future inspections.
We appreciate your cooperation in this matter.
