SUBJECT:

POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2; TEMPORARY INSTRUCTION 2515/186, "INSPECTION OF PROCEDURES AND PROCESS FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS; INSPECTION REPORT 05000266/2013406; 05000301/2013406

Dear Mr. Meyer:

On November 22, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Point Beach Nuclear Plant, Units 1 and 2, using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the inspection results which were preliminarily discussed on November 22, 2013, with Mr. G. Vickery and other members of your staff.

The objective of this inspection was to assess the implementation procedures and processes of your Point Beach Nuclear Plant that are required by Title 10 of the Code of Federal Regulations (CFR), Part 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commissions rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.

Based on results of this inspection, no NRC-identified or self-revealed findings were identified.

However, observations related to procedures and communications were identified by the inspector which required additional clarification and attention by the licensee. These observations were determined not to be violations of regulatory requirements.
