Dear Mr. Link:

This concerns your letter dated July 19, 1996, which contained your response to our letter of June 13, transmitting a Notice of Violation associated with Inspection Report 50-266/96003(DRP); 50-301/96003(DRP). You stated in your response that you do not agree with Violation 2, pertaining to service water pump post-maintenance testing deficiencies. This matter was discussed between Mr. B. Jorgonsen of my staff and Mr. T. Guay of your staff on October 22, 1996.

After further review and discussion with technical reviewers in both the Office of Nuclear Reactor Regulation and Region III, we have determined that Violation 2 is valid as cited: you were required to reconfirm reference vibration values or establish new values following a repair which affected vibration, and you did not do so.

l Your letter of July 19 did not address action to prevent recurrence of a similar problem; however, we understand you have taken steps to ensure that a pump will not be returned to service in the future with vibration in the

" Alert" range. We understand further that you are making a Code inquiry to ASME. Pursuant to the discussion between Messrs. Guay and Jorgensen referenced above, you will inform us of the results of that inquiry.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.

Should you have any further questions, please do not hesitate to contact me or the resident inspector staff.
