licensee's action on the remaining recommendations, which pertain to records management, hot laboratory ventilation, and provisions for radiation protection during sample collection.

Internal corres-pondence dated April 16, 1982 outlines what measures had been taken or were planned to impicment these recommendations. Most but not all of these had been completed at the time of this inspection. This item remains open pending completion of the licensee's actions on the remaining audit recommendations.

During'1981 the licensee planned

.to conduct a quality assurance audit of the licensee's contractor, Hazleton Environmental Sciences Corporation which performs the radio-analytical work for the Radiological Environmental Monitoring Program (REMP). This had not been donc during 1981 but was scheduled for the week of June 21, 1982. This item remains open pending the completion of the audit.

Radiological Environmental Monitoring Progam The Radiological Environmental Monitoring Program (REMP) remains as described in a previous report,8 with the exception of a milk collec-tion station change within the same sector. The Witschen farm (3.2 miles, 260 W) replaces the Melson farm (2.4 miles, 269* W).

The licensee submitted a Technical Specifications change to NRR this month, requesting a reduction in the number of air sampling stations (from seven to five) and deletion of aquatic vegetation, topsoil, natural vegetation, and small animal collection. These changes are in accordance with the recommended program specified in Regulatory Guide L.8.

January 1, 1983 is the proposed effective implementation date.

The inspectors reviewed REMP annual reports and plotted trend analysis data for CY 1980 and 1981. No significant trends or anomalies attrib-utable to plant operations were identified. Elevated gross beta levels all air particulate stations for the fourth quarter of 1980 and the atfirst two quarters of 1981 indicate f allout decay from the October 16, 282 1980 Chinese atmospheric weapons test.

Counting times for I air sample analysis were decreased at the beginning of CY 1980; the current

minimum reportable level is.07 pCi/m' as opposed to the previous level of.02 pCi/m'.
