This refers to the int,iection conducted by Mr. Jaimes H. Joyner of our Region II office on October 23-25, 1974, of activittas at the Monticello Nuclear Cer.erating Plant authorized by NRC License No. DPR-22, and to the discussion of the findings with Messrs. Larson, Anderson, Zerban, McFadden and Ortler of your staff at the conclusion of the inspection.
The area examined during this inspection was your program for protecting

against industrial sabotage and safeguarding special nuclear material
" "" l pursuant to applicable provisions of 10 CFR Part 30. "Lisensins of Production and Utilization Pacilitiest Part 73. " Physical Protection of Plants and Materials" and specific requirements of NRC License No. DPR-22.
Within this area, the inspection consisted of selective exatninations of proendures and representative records, interviews with personnel, and i
observations by the inspector.
During this inspection, it yde found that certain of your activities appear to be in t.oncompliance with NRC requirements. The itene and reference to the pertinent requirements are listed in the enclosure to this letter.
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practies", Part 2, Title 10, code of Federal Regulations, Section 2.201 requires you to submit to this of fice within twenty days of your receipt of this notice, a written statement or explanation in reply, including (1) corrective steps which have been taken and the results achieved: (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full g
compliance will be achieved. Such a statement or explanation should be provided for each of the items listed and should be submitted as a separate enclosure to your transmittal letter.
