was held at the Browns Ferry site May 28, 1985.
The review included the overall status of the RPIP, evaluation of additional person-nel added to each shift, employee involvement sessions and planned activities.

summary of RPIP progress was presented.
TVA con-siders all of the short term items to be complete and 87 of the 118 indi-vidual long term items to be complete.

W. Alexander, M. L. Bartholomae and R.
E. Blair discussed progress in restructuring upper tier documents, site upper level procedures and plant procedures.
Upper tier documents will
provide guidance with statement of overall nuclear power goals, priorities and philosophy of operation.
Topical Support Manuals will be updated and will outline requirements.
Each site will be responsible to implement the
. programs and requirements of the Topical Support Manuals.
Goal is to complete all procedure changes within 18 months.

L. Guthrie discussed activities to improve the effectiveness and efficiency of the procurement program.
The program is expected to be about 75K complete within 4 months and completed within 14 months.

D. Guthrie presented charts and discussed the program to update system drawings and get control of work plans.
This involves a physical walkdown of each system and a review of all job plans.
August 1, 1986, is the scheduled completion date.
Work is progressing close to schedule.

T.
Jones presented charts showing how each shift is being staffed and discussed the results of establishing the position off Senior Shift Manager.
The increased staffing has enabled the Shift Engineer to get out in the plant to supervise work.
The Shift Manager concept has resulted in better information turnover, better coordination of work and better followup.
He has authority to take action as required by the circumstances.
The plant does not have sufficient Senior Reactor Operation (SRO) to form a six shift rotation at this time, but the plant has been able to release the SRO's reassigned from the Training Center back to the Training Center.
H. L. Clark discussed the "Involvement Session" held by the Site Manager with approximately 1800 employees in groups of 25-50 persons.
The discus-sion centered around improving performance by doing things right, following the rules, attitude, teamwork and employee involvement.
TVA will answer each suggestions and if rejected, explain ehy.
The first feedback is scheduled for the week of May 28, 1985.
The Site Director stated that some of the better ideas came from the middle management level, and comments were still being received.
Involvement sessions will continue until the Site Director has talked to all persons assigned to Browns Ferry.

R. Maehr reviewed the schedule of major work activities required before Unit 3 is ready for startup.
With EG&G help, TVA has developed an analyti-cal tree showing what has to be done to prepare both personnel and equipment for startup.
T.
F. Ziegler stated that everything would be complete and ready, before the Unit 3 startup.
Dr. Grace stated that he was pleased with the initiatives undertaken by the Site Director.
It remains to be seen whether the program will be successful in bringing about necessary improvements and in developing the necessary discipline and mutual respect throughout the organization.
While he was impressed by the progress of ongoing programs, the real measure of success will be performance results.
The NRC plans to do a "Readiness Review" based in part on an assessment of the adequacy, effectiveness, and conclu-sions of the TVA Readiness Review, to determine whether Unit
can be restarted.
