Areas Inspected:

Routine unannounced inspection of physical security program. Area inspected was Access Controls. The inspection involved 14 man-hours onsite by two NRC inspectors. The inspection was initiated during an off shift.

Results: Of the area inspected two apparent items of noncompliance were identified (Deficiency - Personnel Search, paragraph 3 (50-259/78-34-01; 50-260/78-37-01; 50-296/78-35-01), Deficiency - Hand-Carried Package Search, paragraph 3 (50-259/78-34-02; 50-260/78-37-02; 50-296/78-35-02)).

Actions on Previous Inspection Findings (Closed) Noncompliance (50-259/78-23-01, 50-260/78-26-01, and 50-296/78-22-01)- Failure to demonstrate knowledge of required duties or be capable of maintaining continuous communication at a special post.

The inspectors interviewed guards stationed at two special posts and found them knowledgeable of their duties and capable of continuous communications.

Access Control Paragraph 73.55(d)(1) of 10 CFR Part 73 requires, in part, that at the point of access into the protected area, search of all individuals shall be made for the detection of firearms, explosives and incendiary devices.

On December 18, 1978, at approximately 1930-1945 hours at least six persons entering the protected area were not searched for firearms,

This is a deficiency (50-259/78-34-01, 50-260/78-37-01 and 50-296/78-35-01).

Paragraph 73.55(d)(2) of 10 CFR Part 73 requires, in part, that at the point of personnel access to the protected area, all hand-carried packages shall be searched for devices such as firearms, explosives and incendiary devices.

On December 18, 1978, at approximately 1930-1945 hours at least four persons entered the protected area with hand-carried packages which were not searched for devices such as firea rms, explosives and incendiary devices. This is a deficiency (50-259/78-34-02, 50-260/78-37-02 and 50-296/78-35-02).

A review of security procedures revealed that the licensee has established instructions for security personnel regarding the searching of personnel and packages.

4.

Local Law Enforcement Meeting During the course of the inspection, the inspectors atten/cd a meeting, to which TVA had invited several local law enforcement ofi;cials. The one official, the Sheriff-Elect of meeting was attended only by Limestone County, Alabama.

This individual was given a briefing by TVA, followed by a plant tour.

Exit Meeting An exit meeting was held with those individuals indicated in paragraph 1.

The two items of noncompliance were discussed at that time.
