Exit Interview A management interview was conducted at the conclusion of the inspection on December 14, 1978, with Mr. Dewease and other members of his staff (denoted in paragraph 1).

The purpose and scope of the inspection was summarized'.

Trainin and Retrainin for Non-Licensed Personnel The inspector reviewed implementing procedure BRNP-17 "General Employee Training",

training schedules, and examined training and attendance records of ten (10) non-licensed personnel to verify that formal training programs have been established and meets the requirements set forth in Technical Specification Section 6.1, FSAR Section 13.3 and ANSI N18.1-1971.

The inspector interviewed six (6) persons selected from mechanical and electrical sections, and instrumentation section to verify that training was being provided as described in BFNP-17.

The inspector reviewed weekly plant agenda schedules and the plant operations review committee (PORC) minutes No. 3224 dated December 5, 1978, to verify that responsibilities have been assigned and that periodic evaluation of training and retraining was being conducted.

The inspector reviewed the contents of the health physics instructional letter and examined twenty-five (25)

signed statements by female employees which specified instructions had been received in prenatal radiation exposure.

Interviews with female employees confirmed that instructions had been provided to them.

Within the areas inspected no items of noncompliance or deviations were identified.

Licensed 0 erator Re uglification Pro ram The inspector reviewed documents and training records to verify that a

requalification training program for NRC licensed reactor operators (RO's)

and senior reactor operators (SRO's)

had been established and was consistent with the requirements of the licensee's approved Operator Requalification Training Program, Section 6.1 of the Technical Specifi-cations and Appendix A to

CFR 55.

The inspector reviewed training records for 3 SRO's and 6 RO' RII Rpt. Nos. 50-259/78"31, 50-260/78-36, and 50-296/78-34 I-3 The inspector reviewed the results of an internal audit and the licensee response and corrective action concerning Licensed Operator Requalification Training.

The audit was conducted on April 10-21,'978.

Within the areas inspected, no items of noncompliance or deviations were identified.

7.

Plant Tour The inspectors toured the plant, accommpanied by the NRC Resident Inspector, to observe the refueling operation in progress on Unit No. l.

The inspectors discussed the refueling operation with one of the licensed operators who was actively involved in the refueling process.

Within the areas inspected, no items of noncompliance or deviations were identified.
