APPENDIX A JAN 8 1979 NOTICE OF VIOLATION Tennessee Valley Authority License Nos. DPR-33 DPR-52 DPR-68 Based on the results of the NRC inspection conducted on December 18-19, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.

A.

Paragraph 73.55(d)(1) of 10 CFR Part 73 requires, in part, that at the point of access into the protected area, search of all individuals shall be made for the detection of firearms, explosives and incendiary devices.

Contrary to the above, on December 18, 1978, at approximately 1930-1945 hours at least six persons entering the protected area were not searched for firearms, explosives and incendiary devices.

Specifically, one individual being patted down after causing an annunciation of the metal detector was not required to remove his headgear during the pat down. Also, a group of five persons entered the protected area and passed through the metal detector at approxi-mately the same time causing several annunciations.

The individuals were stopped by a Public Safety Officer but not searched for firearms, explosives or incendiary devices prior to being permitted access to the protected area.

This is a deficiency.

B.

Paragraph 73.55(d)(2) of 10 CFR Part 73 requires, in part, that at the point of personnel access to the protected area, all hand-carried packages shall be searched for devices such as firearms, explosives and incendiary devices.
