Exit Interview In addition to daily briefings with the Plant Superintendent, the inspector met on a weekly basis with the Plant Superintendent and selected members of his staff to discuss the scope and findings of his inspection activities'eetings were held on December 1, 8, 14, 22 and 29.

The licensee was informed that no items of noncompli-ance or deviations were identified.

Unit 3 Startu from Refuelin The inspector reviewed the Master Refueling Test Instruction prepared for the startup of U-3 following completion of its recent refueling outage.

The status of the checklist which was a part of this instruction was examined prior to resumption of operations and during the startup testing.

The inspector observed the startup and rise to heating power on November 22, 1978.

On this date, he also observed the performance of RTI-4 Shutdown Margin Test.

On December 8,

1978, the inspector observed the performance of RTI"27 Recirculation Pumps Trip Test.

The two recirculation pumps were tripped simultaneously from full flow.

This resulted in a prompt power reduction from 70 percent to 30 percent, and the operators manually controlled the reactor vessel level within the operating range and a reactor scram did not occur.

The inspector did not identify any items of noncompliance or devia-tions during his review of the Unit 3 refueling startup program.

Plant Tours The inspector made plant tours on the following dates:

November 22, 29, December 1, 6, 8, 14, 21 and 26, 1978'.

Selected areas of reactor buildings, turbine building, refueling floor and control rooms were visited.

Observations included work activities in progress, instrument readings and recordings, housekeeping and status of operating components and systems.

Informal discussions were held with operators and other personnel concerning work activities and status of equipment.

The shift turnovers between day shift and swing shift were observed in both the control rooms and refueling floors on different occasions.

The inspector's questions were satisfactorily answered.

No items of noncompliance or deviations were identified by the inspector.

Unit 1 Refuelin Activities Various phases of refueling activities in progress on Unit 1 during the report period were observed by the inspector on thy following dates:

December 1, 14, 21 and 26, 1978.

Activities included preparation for fuel handling, actual fuel handling, monitoring of fuel movements from the control room,

All of the inspector's questions were satisfactorily resolved.

Unit 1 250V Batte Su

An inquiry which expressed concern about the condition of the Unit 1 250V batteries which could adversely affect their seismic qualification was reviewed by the inspector.

The inspector toured the Unit 1 250V battery room and visually checked the condition of the batteries.

No leakage, cracks or other adverse conditions were noted.

The inspector also toured the two shutdown board battery rooms assigned to Unit 1 with the same findings on the condition of their batteries.

The inspector reviewed data sheets, EMI4A, for the period September

through November 17, 1978.

These sheets are the record of weekly checks of each individual battery for proper electrolyte level, cleanliness and corrosion buildup.

None of the data sheets reported an adverse condition.

Staff personnel in the electrical maintenance section could not recall any crack or leakage problems for at least the past year.
