Licensee action relative to Bulletin No. 80-11, " Masonry Wall Design." The inspection involved a total of nine inspector-hours onsite by one NRC inspector.

Functional or Program Areas Inspected The licensee's action on IE Bulletin No. 80-11, " Masonry Wall Design" was reviewed.
Licensee responsibilities include identifying all masonry walls

supporting or proximate to safety-related hardware attachments, equipment, and/or systems, describing the components and/or systems, and re-evaluating the structural integrity of the walls under certain postulated loading conditions. Also, operability of jeopardized safety-related systems are to comply with pertinent technical specification action statements. The primary purpose of this inspection was to verify completeness and thorough-ness of the wall and equipment survey and determine if requirements are

addressed commensurate with the spirit and intent of the Bulletin.
1.
General
Franklin Research Center (FRC), Philadelphia, has been retained by i
the Structural Engineering Branch of NRR to perform the technical evaluation of the licensee's re-analyses. FRC will issue an Interim Technical Evaluation Report (ITER), then a final TER.'FRC's current scheduling proposes November 12, 1982, for completion of the ITER, and February 7, 1983, for the TER for Palisades.
The 180-day final report addressing Bulletin requirements was prepared
by Bechtel Power Division, Ann Arbor, Michigan, and issued October 31.

1980, in accordance with the deadline date prescribed in the Bulletin.
A total of 64 masonry walls were identified as being within the scope of the Bulletin.

Identification and Description Approximately 30 percent of the walls were examined by the Region III inspector. This was accomplished in the company of the licensee's-engineer. Detailed individual review was accomplished to assure that

penetrations, loading points, attachments and other considerations potentially impacting structural integrity and safety were appropriately identified in the wall survey. No conflicting discrepancies were identified between actual wall conditions and the survey data.
3.
Re-Evaluation Priority The licensee scheduled an appropriate re-evaluation program in accord-ance'with the following:
a.
Masonry Walls Supporting Safety-Related Equipment with Estimated Design Loadings Greater than 100 Pounds, or Safety-Related Piping 2-1/2 Inches in Diameter or Greater.
b.
Masonry Walls Supporting Other Safety-Related Items.
c.
Masonry Walls with Safety-Related Equipment in Proximity.
4.
Results of Re-Evaluation Of the 64 walls evaluated, 29 were calculated to sustain overstress under the postulated loading conditions. Structural steel bracing /
support was designed to strengthen 23 of the walls.
Relocation of safety-related equipment (Cable Sensor RE-5709) from the proximity of 6 walls was accomplished.
5.
Wall Modifications Structural modification of the potentially overstressed walls is snarly complete. The Region III inspector verified that structural members were installed in accordance with design drawings on 16 of the walls.
No discrepancies were discerned between designed and constructed modifi-cations.
6.
Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection April 6, 1982. The purpose and findings of the inspection were summarized, and acknowledged by the licensee as reported herein.
