R. Rybak of your staff and Mr. M. Jordan of this office, we understand
'that Instrument Department procedures have been upgraded to preclude

l the monipulation of safety related instrument rack stop valves without Operations Departner.t involvement.

We will awamine these matters during a subsequent inspection.
