RII.GTG 50-250/78-16 50-251/78-16 Unresolved Item 6.b Technical Specification 4. 12 requi res the licensee to conduct a semi-annual dairy survey.

The adequacy of the previous commercial-dairy-only survey shall be considered an unresolved item pending a complete census of all dairy animals within a ten to twelve mile radius of the facility (78-16-01).

~Res ense 6.b Florida Power 8 Light Company will conduct an aerial survey as a check on the adequacy of the currently used survey methods performed to comply with Technical Specification 4.12.

This aerial survey will be performed in unrestricted air space over land masses within a twelve mile radius of the Turkey Point Plant.

The aerial survey will be completed as soon as practicable, but no later than February 1, 1979.

Unresolved Item 7.b The inspector, however, determined the licensee does not presently transmit source-term information (Ci/sec) to the State of Florida in the event of an unplanned gaseous release, in accordance with the State of Florida, Radiological Emergency Response Plan, Reporting Form for Radiological Accidents.

In addition,

CFR 50, Appendix E,Section IV.C, requires the licensee to have the means to determine the magnitude of an unplanned release.

The development of a method to utilize the Auxiliary Building Ventilation System (ABVS) plant vent monitor to delineate the magnitude of possible releases, shall be considered an unresolved item (78-16-02).

Res onse to Unresolved Item 7.b (!E 78-16 Florida Power 5 Light Company will establish procedural requirerrents to determine the Ci/sec release rate through the plant vent in the event that the plant vent is not isolated during a postulated radio-logical event for which the plant vent is a possible release path.

This information will be handled as appropriate to supplement the information developed from current procedures.

The new procedural requirements will be in effect by December 1, 1978.
