In addition, 10 CFR 50, Appendix E,

The development of a method i

to utilize the Auxiliary Building Ventilation System (ABVS) plant vent monitor to delineate the magnitude of possible releases, shall be considered an unresolved item (78-16-02).

Response to Unresolved Item 7.b (!E 78-16),

(~s Florida Power & Light Company will establish procedural requirer?nts s

1 to deternine the Ci/sec release rate tnrough the plant vert in the event that the plcrt vent is not isolated during a postulated radio-logical event for which the plant vent is a possible release path.

This information will be handled as appropriate to supplemen't the information developed from current procedures.

The new procedural requirerents will be in ef fect by DeccTber 1,1978.

Technical Specification 4.17 requires the licensee to conduct a semi-annual dairy survey.

The adequacy of the previous commercial-dairy-i only survey shall be considered an unresolved item pending a rG,plete I

census of all dairy animals within a ten to twelve mile radius of the facility (78-16-01).

Response 6.b Florida Power & Light Company will conduct an aerial survey as a check on the adequacy of the currently used survey methods perfor.ed to comply with Technical Specification 4.12.

This aerial surveJ will be performed in unrestricted air space over land rasses within a twelve r.ile radius of the Turkey Point Plent.

The aerial survey will be completed as soon as practicable, but no later than February 1,1979.
