The audit
- history reflected more of a paper review of the laboratory's program rather than a technical performance revie The findings identified by the Zion audit team were discussed and the status of corrective actions to those findings were presente At the conclusion of the meeting, NRC management indicated that the meeting sufficiently addressed the original concerns about the performance of the vendor laboratory and what action the licensee would take to address the findings of their internal audi Attachment:

- Improper air sampler calibration indication at housings
- Inadequate land use census
- Improper handling of filters by field collector

TECHNICAL ASSESSMENTS BY DR. MONTGOMERY PRINCPAL FINDINGS OF TECHNICAL REVIEW
- Approx. 10% of cartridges from Byron, Braidwood and Dresden environs were counted in manner that might not meet LLD requirement CECo has analyzed radio-iodine releases and found them to be too small to have been detected even if proper LLDs had been achieve * Batch counting of cartridges is not recommende * An independent lab found recycled cartridges to be as efficient as new ones PRINCIPAL OBSERVATIONS AND RECOMMENDATIONS
- USEPA Interlaboratory Comparison results were generally very good
- Do not use batch counting technique for charcoal cartridges
- Do not recyle cartridges without better control of their use
- Lab operations need to be streamlined
- Procedures need improvement
- Utilize more appropriate gamma spectroscopy standards
- Upgrade spectroscopy software to latest vendor editions CURRENT STATUS OF ISSUES
- Batch counting of cartridges was discontinued at the time of the May audi * Use of recyled cartridges was discontinued in early June
- In July Teledyne committed to an Action Plan to address Dr. M's recommendations
- In mid September Teledyne completed essentially all the items on the Action Plan to Dr. M's satisfaction; the most significant unfinished item is the recalibration of gamma spectroscopy equipment using new standard It will occur in Novembe OTHER ACTIVITIES
- Training for sample collectors held 7/22/92
- 1992-93 REMP specification totally rewritten to incorporate lessons learned and latest draft ANSI Standard on Measurement QA for Radioassay Laboratories MDC Concept (formerly LLD)
New data reporting criteria New records retenton criteria New semi-annual training for collectors Enhanced data analysis and trending to monitor results Independent reference laboratory comparisons Independent technical evaluations Conversion of sampling manual to procedures Professional fish collectors everywhere except Zion (at Zion fish are collected by station personnel)
- Training session for station and corporate Points-of-Contact held on 9/17/92 with Drs. Montgomery and Dave Mccurdy as speakers
- Five laboratories invited to bid on 1992-93 contract (Teledyne, Duke, GEL, EcoTek and Yankee); only QA approved lab will be utilized
- Bids expected in October
