Dear Mr. Reed:
This refers to a management meeting between Mr. Charles E. Norelius and other
members of the NRC staff and Mr. D. Farrar and other members of your staff on
October 5, 1992, at the Region III Office in Glen Ellyn, Illinois, to discuss
the Radiological Environmental Monitoring Program (REMP) at the Braidwood,
Byron, Dresden, LaSalle, Quad Cities, and Zion Nuclear Power Stations.
Details of this matter have been documented in NRC Inspection Reports No.
50-295/92010; 50-304/92010, 50-295/92015; 50-304/92015, and 50-295/92016;
50-304/92016.
As a result of discussions from the meeting, we have no further questions at
this time relative to the concerns expressed in the inspection reports
referenced above.
However, we are concerned that the vendor discrepancies
were not identified by CECo earlier. Additionally, we remain concerned with
the corporate staff's ability to oversee certain station program activities,
and still question whether or not similar oversight problems may exist in
other areas of corporate control.
As a result of the meeting your staff
agreed to keep us informed of any future changes or improvements in the
implementation and quality verification reviews of the REMP.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosure, and your response to this letter will be placed in
the NRC Public Document Room.
