REPLY TO A NOTICE OF VIOLATION - NRC COMBINED INSPECTION REPORT. NO.s 50-220/93-08 and 50-410/93-08 Attached is Niagara Mohawk Power Corporation's response (Attachment 1) to the notice of violation contained in the subject inspection Report dated May 14,1993. We concur and share your concerns identified in the Inspection Report and feel that our corrective actions were appropriately determined from the root cause evaluation performed with respect to this violation.

We also share your concern with performance " uncharacteristic" of the Security organization as identified by this and the two previous inspections. The corrective actions taken in response to the intrusion detection system zone problems experienced in April 1992, the keys lef t in an unattended vehicle and inadequate protected area lighting problems found in October 1992, have proven to be effective in preventing recurrence of the specific problems.

However, each of the performance deficiencies discovered during these inspections are instances of personnel errors due to the lack of attention to detail. This commonality

,

combined with this most recent violation indicates to us the need to reinforce attention to detail and individual accountability within the Security organization. In addition, the Security

,

organization isin the process of enhancing the Commitment to Excellence Program toimprove I

its effectiveness with respect to security self-assessment and evaluation of adequacy of corrective actions. Niagara Mohawk is committed to maintaining an exemplary Security program and will ensure that the suggested declining trend in performance will be corrected.

We request that the attached reply to the notice of violation be withheld from public-disclosure in accordance with 10CFR73.21 (Safeguards Information).
