Final Systematic Assessment of Licensee Performance (SALP) Report Nos. 50-220/90-99 and 50-410/90-99 This letter forwards the final Nine Mile Point SALP Report (Enclosure 1) for the period of March 1, 1990 through March 31, 1991.
The initial SALP report was forwarded to you by our June 14, 1991 letter (Enclosure 2) and was discussed with you and members of your staff at a meeting on June 28, 1991, at the Nine Mile Point training center.
The NRC has identified overall improvement in performance during this assessment period.
Notable performance improvements were observed in the functional areas of Plant Operations, Maintenance/Surveillance and Safety Assessment/Quality Verification.
The SALP Board attributed the performance improvemenmts to increased corporate and station management involvement in day-to-day activities, broad implementation and participation in self-assessment functions and greater adherence to procedures and attention to detail.
We note your general aggreement with the NRC's assessment as stated in your July 12, 1991 response (Enclosure 3). We also encourage you and your staff to maintain your momentum and continue to strive to higher levels of performance and achievement.
In response to your comments related to the Emergency Preparedness functional area, we have revised our assessment (see Enclosure 4) to accurately reflect your schedule for completion of the Emergency Response Facility Appraisal items and the periodicity oflicensed operator training on event classification and protective action recommendations.
No reply to this letter is required.
Your actions in response to this assessment willbe reviewed during future inspections of your facility.
