SUBJECT: SYSTEMATICASSESSMENTOFLICENSEEPERFORMANCERESPONSEGentlemen:ThislettertransmitsNiagaraMohawkPowerCorporation'sresponsetotheNRC'sInitialSystematicAssessmentofLicenseePerformance(SALP)ReportdatedJune14,1991.ThesewrittencommentsincorporatethediscussionswiththeNRCinthemeetingofJune28,1991attheNineMilePointTrainingCenter.Asindicatedinthemeeting,NiagaraMohawkagreeswiththeNRC'sassessment.VeappreciatetheNRC'srecognitionofsubstantialoverallimprovementinourperformanceresultingfromtheeffortsofadedicatedstaffandmanagementoversight.Increasedmanagementinvolvementandeffectiveselfassessmentatalllevelshavebeenkeyelementsofourcommitmenttoimprove.Itisclearthatadherencetotheseprincipleshasyieldedsignificantresults.PhileNiagaraMohawkispleasedwiththeimprovementstodate,webelieve'uperiorperformanceisachievableinallareas,andthereforearecommittedtocontinuingthepositivetrendsrecognizedintheSALPReportinanefforttoreachourgoal.Tomaintainthiscourse,wewillfocusonprovenmethodsandprinciples.TheStandardsofPerformancedefineexpectationsforallpersonnel,andassucharetheguidingprinciplesforpersonnelperformance.TheBusinessPlandefinesthegoalswehavesetfortheDivision,andprovidesthestrategiesforachievingthoseobjectivesanda'meansofmeasuringourprogress.Focusingonresultsintheseareaswillassurethatourperformancewillimprove.001181LL

-I PLANTOPERATIONSUnit1NiagaraMohawkconcurswiththeNRC'sassessmentofUnit1PlantOperations.Wearepleasedwiththerecognitionofoverallsignificantimprovementinperformancetodateinthisarea.However,wealsoacknowledgethatcontinuedimprovementisneededtoachieveourgoalofexcellence.Tothatend,wewillcontinuetoemploythosemethodsandprogramsthathaveworked,andbuildonthesolidfoundationofprogress.StationmanagementwillcontinuetoemphasizecompliancewiththeStandardsofPerformanceastheprimarymeansofrealizingthegoalswehaveestablishedforourselves.Strongmanagementoversightanddirectionofoperationsactivitieshelpstoreinforcesupervision'sexpectations.Applyingthesameprinciplestothetrainingareahasandwillcontinuetoimprovetheoperatortrainingprogram.Management'sexpectationoferror-freeoperationwillalsocontinuetoreceivefrequentemphasisthroughpersonnelaccountabilityandself-assessmentobservations.Applicationoflessonslearnedandappropriatecorrectiveactionsasnecessarywillhelptoprecluderecurrenceofpersonnelerrors.Manyeventscitedinthereportinvolvingpoorperformanceandinattentiontodetailwereevaluatedinaccountabilitymeetings,withappropriateactionstaken,includingdisciplinaryactionwhencalledfor.Whiletheseeventswerecertainlynotconsistentwithourstandards,theywereusedasabasisforimprovingmanagementoversightcapabilitiesandself-assessmentskills.Thelessonslearnedandcorrectiveactionsidentifiedasaresultofaccountabilitymeetingshavebeenmajorcontributorstogeneralimprovementintestcontrolaswell.Thedifficultiesencounteredintheturbinetorsionaltestwerethoroughlyevaluatedandresultedinlessonsthatwereappliedtosubsequentactivitiesatbothunits.Insummary,withthecontinueduseofself-assessmenttechniquesandapplyingthelessonslearnedtosubsequentactivities,combinedwithstrongmanagementinvolvementinoperationsactivities,Niagara'ohawkisconfidentthatcontinuedimprovementwillberealizedtoachieveourcommitmenttoexcellence.Unit2NiagaraMohawkconcurswiththeSALPassessmentforUnit2-Operations.Recognitionofthesubstantiallyimprovedperformanceisviewedasoneindicationthattheinitiat'ivesundertakentocorrecttheinconsistentperformancenotedinthe1990SALPreportareworking.001148LL

Unit2OperationsisdeterminedtocontinuethepositiveperformancetrendthroughconstantvigilanceandreinforcementofourcommitmenttotheStandardsofPerformance.Managementoversightofanddirectinvolvementinday-to-dayoperationsactivities,includingtrai.ningandsimulatorobservation,helptoensureconsistentmanagementandindividualperformance.Onanindividuallevel,attentiontodetail,procedurecompliance,andpersonalaccountabilityforgctionsareexpectationsfortheentirestaff.Workingtogether,theseprincipleswillhelpusachieveourgoaloferrorfreeoperation.Recognizingandrewardingexcellence,aswellasapplyingdisciplinewhenwarranted,servestoemphasizetheimportanceofthismission.Wewillcontinueeffortstoupgradeandstrengthentheeffectivenessofcertainon-goingprograms.Forexample,theOperationsTrainingProgramAdvisoryCommitteeandtheTrainingAdvisoryBoardhavebeenveryeffectivetodate.RefinementswillprovideforevenmorelongrangebenefitsfortheOperationsstaff.ProcedureupgradestoincorporatetheguidanceinthenewNuclearDivisionDirectivesisalsoamajorgoal.Improvementsinevaluatingplantimpactbeforeperformingfieldwork,andassurin'gpostmaintenancetestingmeetsoperabilityrequirementswillbeincorporatedinproceduresaswell.AdequatestaffingandcareerdevelopmentarerecognizedasessentialtothesuccessoftheOperationsImprovementProgram.Theimprovementsachievedintheseareaswillbecontinuedandreflectedindecisionspertainingtoright-sizingtheNuclearDivision.TheNRC'sassessmentoftheUnit2EmergencyOperatingProcedures(EOP's)isaccurate.TheEOP'saretechnicallycorrect,wellunderstoodbytheOperationsstaffandcapableofbeingimplemented.Thenoteddeficienciesarebeingaddressedinaccordancewithanactionplan.Wearecommittedtocorrectallthesupportprocedurespriortostartupfollowingthesecondrefueloutage.Litannunciatorscontinuetorequireandreceivehighlevelattention.Progressisbeingmade,asevidencedbyareductioninthedailyaverageoflitannunciatorstoapproximately30.Thisnumberisstillunsatisfactoryandinconsistentwithourgoalofablackboard.EngineeringandMaintenanceresourcesarebeingdirectedtowardreducingthenumbersfurther.AnnunciatorworkisaprimetopicatthedailyplanningmeetingandthePlantManager'morningmeeting.Insummary,Unit2Operationscanandwillcontinuetoimprove.Increasedexperience,coupledwithprideinitsabilitiesandaccomplishmentsatalllevels,hasresultedinastrongandeffectiveorganization.TheOperationsStaff,supportedbyStationmanagement,clearlyrecognizesitsroleandresponsibilityforsettingtheprioritiesandoverallstandardsofperformancefortheUnit2workforce.Safe,conservative,andteamorientedoperationsinaccordancewithproceduresisthestandardadoptedbythestationworkforce.001148LL

RADIOLOGICALCONTROLSNiagaraMohawk'sassessmentoftheRadiologicalControlsfunctionalareaisconsistentwiththatoftheNRCstaff.Weappreciateyourrecognitionofprogramstrengthsandtheconstructivecommentsoffered.Webelievethattheradiationprotectionprogramisfundamentallystrong,withadditionalattentionrequiredtocontinueperformanceimprovement.Focusingincreasedattentiononprogramweaknessesidentifiedthroughself-assessmentactivitiesbytheRadiationProtection(RP)staffandtheQualityAssurancestaffisaprimarygoalforRP,StationandDivisionmanagement.TheNuclearDivisionseniormanagementteamhastakenanaggressivestandonALARAatbothunits.AnALARAActionPlanwasdevelopedandisbeingimplemented.Inaddition,arecentlyissuedNuclearDivisionDirectivestressesseniormanagement'sexpectationsregardingtheimportanceofmaintainingastrongcommitmenttoALARA.DivisionmanagementencouragessupportforALARAprogramsaspartofcomplyingwiththeIndustrialSafetyStandardofPerformance.Further,thiscommitmentwillbeincorporatedintoGeneralEmployeeTraininginthenearfuture.TheUnit2ALARAandOutageManagementgroupsareworkingcloselytocorrectproblemsencounteredduringthefirstrefuelingoutage.OutageplanningnowincludesanearlydateforfreezingworkscopesothatworkpackagepreparationandALARAplanningcanbeoptimized.Contingencyplansarebeingdevelopedforunanticipatedscopechangesandemergentwork.TherecentUnit2forcedoutagetorepairasamplelinewasagoodexampleofsupportforALARAandthebenefitsofeffectiveplanning.Exposureandoutagedurationwerebothminimized.Anumberofpositivestepshavebeentakentocorrectlapsesofcontrol.TheRPstaffisusingplantworkinspectiontourstoreviewsurveypostingsandtotakeon-the-spotcorrectiveactionsforobservedcomplianceproblems.Policychangesregardingprotectiveclothinghavealsobeenissued.'hecombinedeffectisimprovedperformanceasevidencedinpartbyadecreaseinthenumberofcontaminationoccurrences.Internalexposurecontrolprocedureshavebeenrewrittentofacilitateimplementationwithlessemphasisonsupportinginformation.Wecontinuetomonitortheeffectivenessoftheseactionsandwilladjustthecontrolsasnecessary.Postoutagedecontaminationplanshavebeenestablishedforbothunitstoaddresstheremovaloftrashandlaundryincontaminatedareas.Goalsestablishedforbothunitshavealreadybeenmet,andtheemphasisisnowoncontinuedprogressaspartofnormalhousekeepingefforts.Inaddition,administrativeprocedurechangesareindevelopmenttostrengthenresponsibilitiesandauthoritiesforresolvinghousekeepingconcerns.AsnotedintheSALPreport,effluentmonitoroperabilitycontinuestobeasignificantissue.Previouscorrectiveactionswereineffective,andnewapproachestoresolvingthedesignissuesareunderdevelopment.InclusiononthePlantManager's"Top10"listincreasedthevisibilityofthiscomplextechnicalissue.AtaskforcewasestablishedwithEngineeringtakinglead001148LL

responsibilityforprojectmanagement.Inaddition,asizeablereductioninmaintenanceworkrequestshasalsobeenachievedthroughaggressiveactionbythemaintenancestaff.Combined,theseeffortshaveledtoahigherdegree,ofreliabilityandoperabilityforthemonitors.Weexpectcontinuedemphasistoresultinresolutionofthisissue.Insummary,RadiationProtectionprogramsforUnits1and2arestrong,effectiveandfullycapableofprotectingthehealthandsafetyofthegeneralpublicandplantstaff.Continuedprogressisnecessarytoeliminatethelongstandingtechnicalissuesandbuildaprogramofconsistent,excellentperformance.MAINTENANCE/SURVEILLANCENiagaraMohawkacknowledgesandappreciatestheimprovementinmaintenanceandsurveillanceperformance'ecognizedbytheNRC.Improvementinthisareaisdirectlyattributedtofrequentandconsistentreinforcementofmanagement'sexpectationsasreflectedintheStandardsofPerformance.Specifically,criticalissuesthathavebeenaggressivelypursuedinclude:WorkcontrolimprovementsSupervisorinvolvementinfieldactivitiesAccountabilityImprovementsinmaintenancetrainingprogramsProcedureupgradesforhumanfactorsconsiderationsEnforcementofproceduralcomplianceandattentiontodetailSelf-assessmentImprovedoutagemanagementandoutageplanningWeseetheweaknesseswhichstillexistasopportunitiesandchallengestocontinuetheimprovementtrend.TheCompanyrecognizestheneedtocontinueperformanceimprovementinproceduralcomplianceandattentiontodetail.Increasedsupervisorymonitoringanduseofaccountabilitymeetingstoevaluateshortcomingswhentheyoccurhavebeenvaluableactivities.ReducingtheCorrectiveMaintenancebacklogshasbeenanimportantgoalforbothplants.SignificantreductionatUnit1wasachievedpriortoplantrestartlastsummer.ForUnit2,backlogreductiontargetswereincludedintheNuclearDivisionandBranchBusinessPlans.Appropriateresourceswereallocatedtosupporttheeffortandasignificantreductionwasrealized.New;targetsarebeingestablishedthatwillhelptoassurecontinuedmanagementattention.Changestothescaffoldcontrolprogramsateachunitwereinitiatedearlierthisyear.Wearemonitoringtheeffectivenessofthesecorrectiveactionsandwillmakeadjustmentsasnecessary.001148LL

TheMaintenanceHighPerformanceTeamhasbeenformedtoaddressimprovementsinmaintenance,includingtheidentificationofsupportrequiredfromtheentireNuclearDivision.ManagementandstafffromMaintenance,WorkControl,MaterialsManagement,Engineering,QualityAssuranceandtheExecutivestaffmeetperiodicallytoevaluatetheprogramsandtorecommendcorrectiveactions.Thefocusoftheireffortsisinfiveareas:ConductofMaintenanceMaintenanceProceduresPreventiveMaintenanceWorkControlMaterialsThisself-assessmenteffortwillhelptoenhanceperformanceinthemaintenancearea.NiagaraMohawkalsoacknowledgestheimprovedperformanceinsurveillanceandisequallycommittedtocontinuingthattrend.TheMaintenanceBranchBusinessPlanscontaingoalsfortimelyandsatisfactorycompletionoftests.Missedsurveillances,shouldtheyoccur,willcontinuetobeevaluatedthroughaccountabilitymeetings.Aswithallinstancesofinattentiontodetailorproceduralnon-compliance,aggressiveinvestigationandfrequentmonitoringoftrendsfromtheDeviation/EventReportingsystemwillbeusedtohelpcorrectperformancedeficiencies.NiagaraMohawkiscommittedtocontinuedimprovementinthemaintenanceandsurveillanceprograms.FocusingontheStandardsofPerformanceandusingthetoolsthathaveproventheirworthwillenableustodemonstratewithresultsthatsuperiorperformanceisanattainablegoal.EMERGENCYPREPAREDNESSNiagaraMohawkagreeswiththeSALPreportevaluationofouremergencypreparednessprogramascategory1,indicatingasuperiorlevelofperformance.AsstatedintheSALPreport,wehaveinthepast,andwillcontinuetoprovidestrongmanagementsupporttotheemergencypreparednessprogram.ThiscommitmentismostvisiblebywayofinclusionofemergencypreparednessactivitiesintheNuclearDivisionBusinessPlan.TheNuclearDivisionBusinessPlanandBranchBusinessPlansclearlyidentifythoseareastheCompanybelievesareessentialformaintainingtheperformancenotedintheSALPReport.ActionsincludehighlightingareasneedingattentionfortheSeniorManagers,superiordrillperformanceandsubsequentpresentationstoSeniorManagers,timelyandeffectivedrillcorrectiveactions,maintaininganeffectiveemergencypreparednesstrainingprogramandmaintainingeffectiveworkingrelationshipsbothinternallyandwithstateandlocalagencies.Wedo,however,acknowledgeshortcomingsrelativetoourOO1148LL

initialresponsetotheEmergencyResponseFacilityAppraisalitems.AlthoughtheextendedNineMilePointUnit1outageandotherfactorshadanimpactonthescheduletocompletetheseitems,wehavenowestablishednew,morerealisticgoals.Thesenewgoals,inadditiontotheestablishmentofasinglepointofaccountabilityforthecompletionofthesecommitments,willassureappropriateresponses.takeplace.SeveralstatementsmadeintheSALPreportrequireclarification.First,completionofEmergencyResponseFacilityAppraisalitemsisscheduledtooccurinlate1992,coincidentwithcompletionoftheNineMilePointUnit1refueloutage.Secondly,licensedoperatorsreceivebothclassroomandsimulatoreventclassificationandprotectiveactionrecommendationdevelopmenttrainingannually,versuseachtrainingcycleasstatedinthereport.Thecyclictrainingconsistsofemergencypreparednessimplementationonthesimulator.SECURITYANDSAFBGUARDSNiagaraMohawkconcurswiththeNRC'sSALPevaluationoftheNineMilePointSecurityprogram.TheNuclearSecurityDepartment'smissionistoprovideasecureandsafeenvironment-fortheoperationoftheunitsatNineMilePoint.Thismissionisaccomplishedona'ontinuousbasisthroughteamwork,andself-assessmentbyhighlyprofessionaldedicatedsafeguardspersonnel.TheSecurityDepartmentremainscommittedtobeingaleaderinthenuclearsecurityfieldandappreciatestheNRC'srecognitionofthiscommitment.ENGINEERINGANDTECHNICALSUPPORTNiagaraMohawkagreeswiththeassessmentandappreciatestheobservationthat"NiagaraMohawkmanagementdemonstratedadeterminationtoimproveitsperformance",andthat"overallengineeringandtechnicalsupportperformancewasgoodandgenerallyimproved."ProgressiscontinuinginimplementationofanenhancedEngineeringTrainingProgram.,EngineeringandTrainingDepartmentpersonnelhavedevelopedaprioritizedTrainingNeedsMatrixbaseduponimprovingperformance.Ascheduleisbeingfinalizedtodelivercoursesfromexistingprogramssuchastechnicalstafftrainingordevelopnewprogramsifneeded.Trainingiscommittedtocontinuetosupportthisprogram.DevelopmentoftheprograminvolvedseniormanagersfromtheEngineeringandTrainingDepartments.ForthelongstandingUnit1motorgenerator(MG)setissues,actionshavebeentakentoresolvetheproblems.Thebatterychargershavebeeninstalledandareawaitingtesting.TheReactorProtectionSystemMGsetsareplannedtobereplacedatthenextrefuelingoutage.001148LL SeveralinitiativesareexpectedtofurtherimproveperformanceintheareaofTechnicalSupport.TheseinitiativesincluderecognitionoftheimportanceofcoordinationbetweenEngineeringandGenerationtechnicalsupportpersonnelincludingSystemEngineers.ThePlantManagers(throughtheSystemEngineers)havedevelopeda"Top10"listandactionplansarebeingimplementedforeachissuetofocusthetechnicalgroupsonthemostimportantproblems.Moreover,aspartofBranchBusinessPlans,GenerationandEngineeringmanagershaveclarifiedrolesamongMaintenance;TechnicalSupportandEngineeringpersonnel.Thisefforthelpedtoimprovecommunicationsbetweenthetechnicalgroupsandbuildastronger,teamorientedrelationship.Bymutualagreement,theteamhasinitiatedajointefforttoreducethebacklogofmodificationsforeachunit.Inthisway,aclearlydefinedandprioritizedlistofmodificationswillallowEngineeringtofocusitsresourcesonthoseissuesthataddresstheplant'sneeds.Aspartofthereorganization,Engineeringmanagerswereassignedforeachunit.Thesemanagersaredirectlyinvolvedinreviewsof"Top10"issueprogressandreductionofmodificationbacklog.MonitoringthequalityofEngineeringworkproductsisreceivingincreasedattention.Engineeringhasimplementedaperformancemeasurementsystemtotrackandimproveperformanceintheareasofschedule,costandqualityforproductsproducedbythedepartmentforitscustomers.MonthlyprogressreviewsareconductedbytheVicePresidentNuclearEngineeringandhisdirectreports.Wecontinuetoreviewproblemstowardconstantimprovement.AccountabilitymeetingswereheldforseveralissuescitedintheSALPreport.LessonsLearnedfromtheaccountabilityprocessidentifiedanumberof'roceduralimprovementsthatcouldbemadetoavoidrepetitionofinadequateorincompletereviews.Theprocedurechangeshavebeeninitiated,andtrainingoccursoncethechangesareissued.Wearecommittedtoandrecognizetheneedforcontinuousimprovement.Itisfeltthatthedescribedinitiativeswillbetterprioritizework;focusthetechnicalgroupsonthemostimportantissuesneedingresolution,reducebacklogsandtrackperformancesothathighquality,timely,andeffectiveworkistheonlywaywedobusiness.SAFETYASSESSMENT/UALITYVERIFICATIONNiagaraMohawkagreeswiththeNRC'sassessmentofourperformanceinthiskeyevaluationarea.ResultsinthisareaareagoodindicatoroftheoverallsuccessofmanagementeffortstoimproveperformanceandachieveCorporateandDivisiongoals.NiagaraMohawkiscommittedtocontinuingthepositivetrendsrecognizedintheSALPReport,andwilltakeappropriateactionstoenhanceperformancebyfocusingontheprovenmethodsandconceptsthatyieldresults.ThereorganizationinitiatedinthemiddleoftheSALPperiodwasakeystepinoureffortstomoreclearlydefinerolesandrespons'ibilitiesatalllevels.Ithasallowedtheorganizationtobemoreefficientandresponsivetotheneedsofeachplant.Forexample,eachplant'anagernowhasafullteamofsupportstaffinhischainofcommandresponsibleforday-to-dayoperation.Inaddition,theplantmanagersplayapivotalroleindeveloping001148LL

Iandimplementingdivisiongoalsthroughtheirelevatedpositionsasmembersoftheseniormanagementteam.GreatervisibilityandinvolvementoftheQualityAssuranceorganizationhasalsobeenachievedasaresultofthereorganization,andcontinuestobestrengthenedthroughdailyinteractionthroughouttheorganizationbeginningattheVicePresidentiallevelonsite.WeplantofinetunetheorganizationalstructureoverthenextseveralmonthsaswemoveforwardpithBusinessPlanactionstobenchmarkallbranchesagainstthebestintheindustry.Thiswillhelptoensurethatweultimatelyachieveastructure.capableofprovidingthehighestlevelofperformance.BusinessPlanningisthecornerstoneofeffortstofocusattentionontheNuclearDivision'isionandmission.WearebeginningthesecondcycleoftheBusinessPlanandareidentifyingcriticalissuesanddevelopingstrategieswhichwillenhanceourperformanceovertheperiod1992-1995.StrategiesforeachofthefourperformanceobjectiveswillfocusonresultstoaddresscriticalissuesfacingtheDivisionandeachplant.TheSALP'reportwhichidentifiesopportunitiesforimprovementisonesourceofcriticalissuestobeconsideredinthisprocess.WewillestablishchallengingtargetsforeachoftheBranchesthatarerealisticandmeasurable.WebeganthiscycleearlierintheyeartoensurethatdirectionfromtheDivisionlevelplanisprovidedtotheBranchManagersinsupportoftheireffortstodevelopcomplimentarybranchplans.ThisprocessputsNiagaraMohawkclearlyonthepathtoachievealevelofperformanceconsistentwithourvisionofbeingoneofthebestnuclearfacilitiesinthenation.TheBusinessPlanalso'einforcestheStandardsofPerformancebyestablishingownershipandclearresponsibilityfo'rperformanceandachievementofresults.Employeesareempoweredtodothosethingsnecessarytoimplementtheplan,andareheldaccountablefortheresults.AccountabilityMeetingshaveproventobeaneffectivemeansofreinforcingthisconceptandwillbecontinuedwhenperformancedoesnotmeetorexceedsexpectations.ThelapsesincompliancewiththeStandardsofPerformancenotedinthereportwerereviewedinaccountabilitymeetingsandlessonslearnedhavebeensharedwiththeappropriatepersonnel.NiagaraMohawk'sself-assessmentactivities,asnotedintheSALPreport,continuetoprovidevaluableinsightintomanagementeffectivenessandimplementationoftheStandardsofPerformance.Assessmentstartsattheindividuallevelwithday-to-dayevaluationsofpersonalperformance,andproblemidentificationonDeviation/EventReports(DER's).Theprocessbuildsonthisfoundationbyevaluatingworkgroupperformancethroughaccountabilitymeetings,monthlymonitoringofBranchBusinessPlans,postjobcritiques,andspecialassessmentssuchastheMaintenanceHighPerformanceTeamevaluations.Day-to-dayandperiodicassessmentsareintegratedonasemi-annualbasisduringtheInternalSALP-TypeAssessment(ISTA),whichprovidesabroadoverviewof,Divisionstrengthsandopportunitiesforimprovement.Thismulti-phaseassessmentprocesshelpsfocustheattentionofalllevelsofmanagementoncriticalissuesdeemedtobehighpriority.Resultsfromalllevelsofself-assessmentare,consideredasinputfortheBusinessPlanningprocess.001148LLi(tl'oa) I Asaresultoftheeffectiveuseofself-assessmenttechniquesandproperapplicationoflessonslearned,difficultiesencounteredintheUnit1turbinetorsionaltestwerenotrepeatedwhenthesametestwasdevelopedandconductedonUnit2.Insimilarfashion,wehavecorrectedproblemswithlicensingsubmittalsnotedinthereport.For'example,asecondTemporaryWaiverofCompliance(submittedandapprovedaftertheSALPperiod)wasdeemedtobemorecompleteandhandledmoreeffectively.Wewillcontinuetousethesetechniquestoimprovesubmittals.Anadditionalself-assessmenttechniqueusedbymanagementtoevaluateitseffectivenessisclosemonitoringoftheDERcorrectiveactionprogram.Monitoringidentificationandresolutionofindividualproblems,aswellastrendsdevelopedfromDERprogramstatisticsprovidesmanagementwithanindicationofhowwellproblemsarebeingmanaged.Withthatinformation,managerscanmakeinformeddecisionsabouttheneedtomakechangestocorrectperformancedeficiencies.NiagaraMohawkwillcontinuetoimproveitsmanagementeffectivenessthroughadditionalmanagementdevelopmenttrainingprogramsforalllevelsoftheorganization.Inparticular,theTieredLeadershipTrainingprogramwhichhasrecentlygraduateditsfirstclass,willcontinuetobeanintegralpartofmanagementtraining.IdentifyingkeyemployeesfortechnicaltrainingsuchasSROlicense/certificationwillalsocontinuetoenhancethestaffbackupcapabilityaswellassupporttheDivisionandCorporateSuccessionPlanningprograms.WearecontinuingtoworkwiththeCorporatetrainingorganizationtocoupleprogramsformutualbenefit.DevelopmentandimplementationoftheNuclearDivisionDirectivesisasignificantstepinclearlyestablishingtheSeniormanagementteam'sdirectionandexpectationsfordivisionperformance.ThiswillbefollowedbydevelopmentandimplementationofimplementingproceduresattheBranchlevel.Thiseffortwillbecloselymonitoredtoensurethatmanagementdirectioniseffectivelycarriedout.001148LL
