OYSTER CREEK NUCLEAR GENERATING STATION - NRC RETAKE EXAMINATION REPORT 05000219/2008302

Dear Mr. Pardee:

On August 22, 2008, the U.S. Nuclear Regulatory Commission (NRC) completed an examination at Oyster Creek. The enclosed report documents the examination findings, which were discussed on August 22, 2008 with Mr. Greg Ludlum, and other members of your staff.

The examination included the evaluation of one retake applicant for a senior reactor operator instant license. The examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

No findings of significance were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). Operator Licensing Examination Report.

NRC examiners evaluated the competency of one retake applicant for an instant senior operator license at Oyster Creek. The facility licensee developed the examination using NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1.

An NRC examiner administered the operating test on August 22, 2008. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

License Applications

a. Scope

The examiner reviewed one license reapplication submitted by the licensee to ensure the application reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee.

b. Findings

No findings of significance were identified.

Operator Knowledge and Performance

a. Examination Scope

The NRC examiner administered the retake operating examination to one applicant on August 22, 2008. This examination consisted of two dynamic simulator scenarios.

b. Findings

The applicant passed the examination.

Initial Licensing Examination Development

a. Examination Scope

The facility licensee developed the examination in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted examination materials on the schedule agreed to with the chief examiner. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, Supplement 1, and conducted an onsite validation of the operating examinations and provided comments during the week of August 18, 2008. The licensee satisfactorily completed comment resolution prior to administration of the examination.

b. Findings

The NRC approved the initial examination outline and advised the licensee to proceed with the operating examination development.

The examiner determined that the operating examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

No findings of significance were identified.

Simulation Facility Performance

a. Examination Scope

The examiner observed simulator performance with regard to plant fidelity during the examination validation and administration.

b. Findings

No findings of significance were identified.

Examination Security

a. Examination Scope

The examiner reviewed examination security for examination development and during both the onsite preparation week and examination administration week for compliance with NUREG-1021 requirements. Plans for simulator security and applicant control were reviewed and discussed with licensee personnel.

b. Findings

No findings of significance were identified.

4OA6 Meetings, Including Exit

The chief examiner discussed examination development and administration and applicant performance with Mr. Greg Ludlum, Director of Training, and Mr. Corey Goff, Operations Training Manager, on August 22, 2008. The licensee acknowledged the comments presented. On September 3, 2008, Mr. Goff was notified by telephone that the applicant had passed and a license number was provided.

The licensee did not identify any information or materials used during the examination as proprietary.
