Area Inspected:

Routine, announced inspection of a licensee conducted emergency drill.

The inspection involved 14 inspector-hours oosite by four regionally based inspectors.

Results:

Emergency Drill a.

Pre-Drill Activities Prior to the conduct of the radiation emergency drill, the inspector met with licensee representatives to discuss the nature and scope of the drill scenario and to determine the nature of the actions expected to be implemented in response to the scenario conditions.

The drill scenario involved a simulated rupture of the "A" Isolation Condenser tubes and included simulation of injuries to one individual.

Drill Observation During the drill, four NRC inspectors and a team of licensee quality assurance auditors made detailed observations of the following activities:

(1) Control room actions concerning detection, assessment, and response to the simulated emergency conditions (2) Notification of plant personnel and offsite agencies; (3) Radiological assessment actions; (4) Communications; (5) Plant evacuation; (6) Coordination and control of response actions; (7)

Personnel monitoring and decontamination; (8) Plant security; and (9)

Licensee-State interface c.

Post-Drill Activities Immediately following the drill, the inspectors attended a meeting of the licensee's quality assurance audit team.

discussion evaluated the overall adequacy of the emergency organiza-tion's response and highlighted areas to be considered for improvement.

Based upon the detailed observations of the inspectors and licensee auditors in comparison with those actions required by the emergency plan, it was determined that the organizational response was in accordance with established procedures and implemented in an orderly, coordinated and timely manner.

The inspectors, therefore, determined that the response objectives of the emergency plan had been met in response to the scenario.

Exit Interview The inspectors met with the licensee representatives denoted in paragraph 1 at the conclusion of the inspection on November 30, 1979.

The inspectors summarized the purpose and scope of the inspection findings.
