Escalated, Enforcement Actions Inspection 50-213/79-06, conducted February 14-16 and 26-28, and March 5-9, 1979, of the radiation protection program resulted in the following sequence of enforcement actions.

1.

Immediate corrective action plan outlined in a letter from W. G.

Counsil to 8. H. Grier on February 16, 1979.

2.

Management conference held on March 16, 1979.

3.

Civil Penalty ($27,500) imposed on December 6, 1979.

Adequacy of the corrective action taken by the licensee was verified in inspections 60-06, conducted April 9-11, 1980, and the Health Physics Appraisal, inspection 80-12, conducted June 23-July 3, 1980.

Orders:

S_how-Cause January 2, 1980, why short term lessons learned Category "A" items will not be implemented by January 31, 1980 (All Category "A" requirements were subsequently satisfied prior to January 31, 1980).

Immediate Action L.etters:

July 3, 1980, concerning emergency preparedness and emergency response capabilities.

Justification of Evaluations of Functional Areas Categorized as Requiring an Increase in Inspection Frequency / Scope

Radwaste Management

,

Due to a weakness in the liquid and gaseous radwaste systems, this area will receive an increased inpection frequency.

The weakness appears to be centered on the hardware and the facility.

The manually operated cement-drumming system has difficulty in keeping up with station demands.

Limited space for expansion has made it necessary to construct temporary facilities for laundry, decontamination, and compaction that are not integrated with the common radwaste system, resulting in local arrangements for radwaste control for each temporary facility.

Gaseous radwaste systems required modification to assure that effluent control could be maintained.

Three LER's filed during the assessment period resulted from gaseous releases due to procedural / hardware problems.

The releases resulted in items of noncompliance.
